The input text concerns a Belgian public service contract by the Vlaamse overheid (Flemish Government), Departement Onderwijs en Vorming, for the evaluation of the plan “Ieder Kind Taalheld”.

Minimum selection requirements include: average annual turnover of at least €150,000 over the last three years (economic and financial capacity proven via annual accounts, normally retrieved via Telemarc for Belgian bidders) and at least two comparable evaluation‑research references not older than three years (technical and professional capacity).
Exclusion grounds from arts. 67–69 Wet Overheidsopdrachten apply, including mandatory and facultative grounds and Russia‑related sanctions; bidders can declare remedial measures in the UEA in case of such grounds or potential conflicts of interest.
The scope of the contract is an evaluation study of the plan “Ieder Kind Taalheld” in the Flemish education system.
Such as: answering a set of detailed knowledge questions on how schools implement the measures, which pupils are reached, which factors affect implementation quality, and what changes in Dutch language proficiency and learning outcomes are observable since the plan’s introduction.
The assignment is a “opdracht tegen globale prijs” within a defined price range: minimum €556,702.26 and maximum €720,438.22 (prices incl. 21% VAT).
The time frame: start at end of December 2026; first interim report by 1 December 2027; second interim report by 1 December 2028; integrated policy report by 1 March 2029; final report with all answers, conclusions, policy recommendations and school feedback reports by 1 December 2029.

Bidders must plan use and re‑use of existing data (e.g.
Vlaamse toetsen, PIRLS, other evaluation and monitoring projects), including data management and GDPR‑compliant processing, and cooperate with the parallel monitoring assignment for inspiration, pioneer and CSF‑anker schools.

To be ranked, a bid must achieve at least 75% of the total points across these criteria; the award decision is submitted to the department’s secretary‑general.

Communication for the tender and contract execution must be electronic, in Dutch, and offers must be submitted via e‑Procurement with the “Verzenden” step completed and signed using a gekwalificeerde elektronische handtekening on the submission report (no scanned signatures).
Bidders must indicate any subcontracting, ensuring no exclusion grounds apply to subcontractors, and can still use subcontractors without relying on their capacity.
Payment is via e‑invoicing with 4 instalments (30/30/20/20%) linked to report approvals and supported by a prestatiestaat at the end; SMEs may request a 20% advance, but only if explicitly indicated in the offer and later settled on the final invoice.
Price revision per report can be requested (not automatic) in case of at least 3% change in the health index.
