Tender overview – Evaluatie van het plan “Ieder Kind Taalheld” (ASK/2026/12)
The input text concerns a Belgian public service contract by the Vlaamse overheid (Flemish Government), Departement Onderwijs en Vorming, for the evaluation of the plan “Ieder Kind Taalheld”.
It describes, from the point of view of Belgian and EU public procurement law, how interested bidders must prepare and submit their offers via the Belgian e‑Procurement platform, under the applicable Belgian Wet Overheidsopdrachten and related KB Plaatsing/KB Uitvoering, and in line with EU sanctions rules (notably against Russia).
The documents specify in detail what bidders must submit and which minimum qualification requirements apply.
Such as: the mandatory use of the official offerteformulier (Stuk 1), uploaded separately in e‑Procurement; the verbintenis terbeschikkingstelling middelen (Stuk 2) for each third party whose economic/technical capacity is used; proof of handtekenbevoegdheid for all persons signing the bid (Stuk 3); and all documents needed for the assessment against the gunningscriteria (Stuk 4).
The Uniform Europees Aanbestedingsdocument (UEA) must be completed via the integrated form in e‑Procurement for the bidder, each member of a combination and any capacity‑providing entity.
Minimum selection requirements include: average annual turnover of at least €150,000 over the last three years (economic and financial capacity proven via annual accounts, normally retrieved via Telemarc for Belgian bidders) and at least two comparable evaluation‑research references not older than three years (technical and professional capacity).
Exclusion grounds from arts. 67–69 Wet Overheidsopdrachten apply, including mandatory and facultative grounds and Russia‑related sanctions; bidders can declare remedial measures in the UEA in case of such grounds or potential conflicts of interest.
The scope of the contract is an evaluation study of the plan “Ieder Kind Taalheld” in the Flemish education system.
Such as: answering a set of detailed knowledge questions on how schools implement the measures, which pupils are reached, which factors affect implementation quality, and what changes in Dutch language proficiency and learning outcomes are observable since the plan’s introduction.
The assignment is a “opdracht tegen globale prijs” within a defined price range: minimum €556,702.26 and maximum €720,438.22 (prices incl. 21% VAT).
The time frame: start at end of December 2026; first interim report by 1 December 2027; second interim report by 1 December 2028; integrated policy report by 1 March 2029; final report with all answers, conclusions, policy recommendations and school feedback reports by 1 December 2029.

Bidders must plan use and re‑use of existing data (e.g.
Vlaamse toetsen, PIRLS, other evaluation and monitoring projects), including data management and GDPR‑compliant processing, and cooperate with the parallel monitoring assignment for inspiration, pioneer and CSF‑anker schools.
Award criteria and their weighting are set out clearly.
Such as: total 100 points based on best price‑quality ratio, with (1) Kwaliteit van de offerte – 40/100, subdivided into causaal design (15 points), onderzoeksopzet en plan van aanpak including data‑management (15 points), hergebruik van bestaande data en beperking planlast (5 points), and relevantie en bruikbaarheid van de output voor beleid (5 points); (2) Kwaliteit van de expertise van de uitvoerders – 20/100, assessing experience with similar evaluation assignments, familiarity with the Flemish education landscape and relevant conceptual frameworks, methodological expertise, objectivity and team management/governance skills (CVs of team members must be provided, and replacements during execution require prior approval); and (3) Prijs – 40/100, an absolute price criterion scored via the formula (prijs goedkoopste voorstel / prijs voorstel) * 40, based on prices including VAT and within the specified price band.
To be ranked, a bid must achieve at least 75% of the total points across these criteria; the award decision is submitted to the department’s secretary‑general.
The documents also highlight risks and special conditions.
Such as: strict execution deadlines for each report; delay triggers vertragingsboetes calculated under art. 154 KB Uitvoering, treating each deliverable as a separate partial term.
Gebrekkige uitvoering can lead to general or daily penalties (straf) under arts. 45 and 46/1 KB Uitvoering, established in a proces‑verbaal.
The validity (verbintenistermijn) of offers is 120 calendar days from the day after the submission deadline.
Communication for the tender and contract execution must be electronic, in Dutch, and offers must be submitted via e‑Procurement with the “Verzenden” step completed and signed using a gekwalificeerde elektronische handtekening on the submission report (no scanned signatures).
Bidders must indicate any subcontracting, ensuring no exclusion grounds apply to subcontractors, and can still use subcontractors without relying on their capacity.
Payment is via e‑invoicing with 4 instalments (30/30/20/20%) linked to report approvals and supported by a prestatiestaat at the end; SMEs may request a 20% advance, but only if explicitly indicated in the offer and later settled on the final invoice.
Price revision per report can be requested (not automatic) in case of at least 3% change in the health index.
Such as: the infosession presentation and its report reiterate and clarify points already in the bestek (e.g. the price band, instalment schedule, gunningscriteria, question deadline of 5 calendar days before 6 November 2026 – i.e. until 1 November – and the possibility of advance payments for SMEs).
Answers to bidder questions, published as rectification notices via e‑Procurement and in the EU Supplement, explicitly form an integral part of the contractual conditions and prevail where they correct or clarify earlier wording.
Only the contracting authority's tender documents are binding. As of: 25/10/2026
