✓Vlaamse toetsen, PIRLS, other evaluation and monitoring projects), including data management and GDPR‑compliant processing, and cooperate with the parallel monitoring assignment for inspiration, pioneer and CSF‑anker schools.

✓Award criteria and their weighting are set out clearly.

✓Such as: total 100 points based on best price‑quality ratio, with (1) Kwaliteit van de offerte – 40/100, subdivided into causaal design (15 points), onderzoeksopzet en plan van aanpak including data‑management (15 points), hergebruik van bestaande data en beperking planlast (5 points), and relevantie en bruikbaarheid van de output voor beleid (5 points); (2) Kwaliteit van de expertise van de uitvoerders – 20/100, assessing experience with similar evaluation assignments, familiarity with the Flemish education landscape and relevant conceptual frameworks, methodological expertise, objectivity and team management/governance skills (CVs of team members must be provided, and replacements during execution require prior approval); and (3) Prijs – 40/100, an absolute price criterion scored via the formula (prijs goedkoopste voorstel / prijs voorstel) * 40, based on prices including VAT and within the specified price band.

✓To be ranked, a bid must achieve at least 75% of the total points across these criteria; the award decision is submitted to the department’s secretary‑general.

✓The documents also highlight risks and special conditions.

✓Such as: strict execution deadlines for each report; delay triggers vertragingsboetes calculated under art. 154 KB Uitvoering, treating each deliverable as a separate partial term.

✓Gebrekkige uitvoering can lead to general or daily penalties (straf) under arts. 45 and 46/1 KB Uitvoering, established in a proces‑verbaal.

❓The validity (verbintenistermijn) of offers is 120 calendar days from the day after the submission deadline.

✓Communication for the tender and contract execution must be electronic, in Dutch, and offers must be submitted via e‑Procurement with the “Verzenden” step completed and signed using a gekwalificeerde elektronische handtekening on the submission report (no scanned signatures).

✓Bidders must indicate any subcontracting, ensuring no exclusion grounds apply to subcontractors, and can still use subcontractors without relying on their capacity.

✓Payment is via e‑invoicing with 4 instalments (30/30/20/20%) linked to report approvals and supported by a prestatiestaat at the end; SMEs may request a 20% advance, but only if explicitly indicated in the offer and later settled on the final invoice.

✓Price revision per report can be requested (not automatic) in case of at least 3% change in the health index.

⚠Such as: the infosession presentation and its report reiterate and clarify points already in the bestek (e.g. the price band, instalment schedule, gunningscriteria, question deadline of 5 calendar days before 6 November 2026 – i.e. until 1 November – and the possibility of advance payments for SMEs).

✓Answers to bidder questions, published as rectification notices via e‑Procurement and in the EU Supplement, explicitly form an integral part of the contractual conditions and prevail where they correct or clarify earlier wording.
