A further potential ambiguity arises because L 615 generically provides clauses on Kleinstauftragszuschlag and re‑assignment of restleistungen, whereas L 614 explicitly declares that L 615 numbers 2 and 5 do not apply; thus, if there is any conflict, L 614 (with its specific exclusion) is controlling.
Also, L 121 generically allows the possibility of a performance security, but the specific marking “keine Sicherheit” in the notice is decisive for this tender.
Where generic VHB/VHL text refers to Nebenangebote, L 611 and L 121 clearly state “Nebenangebote sind nicht zugelassen”; this exclusion governs.
