The input text concerns a public procurement procedure in Germany (Schleswig-Holstein) under the UVgO for the supply of fresh bread rolls (“Brötchen”) to the Polizeidirektion für Aus- und Fortbildung und die Bereitschaftspolizei (PDAFB) in Eutin. It is issued and administered by Gebäudemanagement Schleswig-Holstein AöR (GM.SH), and the contractual framework is based on German law, in particular VOL/B, GWB, UVgO and the Wettbewerbsregistergesetz. The perspective is that of a German public contracting authority setting out requirements for economic operators (bidders) wishing to submit an offer.

They must also submit the completed Preisblatt (price sheet form), an own declaration on intended subcontracting plus the Verzeichnis der Unterauftragnehmerleistungen and, where applicable, Verpflichtungserklärungen from other companies providing capacities. Furthermore, a self-declaration must confirm existence (and in case of award, conclusion) of appropriate business liability insurance, and that all minimum requirements in the Leistungsbeschreibung are fully met. These documents are also required from each member of a bidding consortium, which must name a consortium leader and declare joint and several liability.

Regarding the scope of the contract, the texts define what, how much, where and when. Such as: the contract is for the continuous supply of immediately ready-to-eat, fresh rolls (no dough pieces, no raw or frozen products) to the PDAFB SH, delivered to SB32 / Mensa Hubertushöhe, 23701 Eutin. The annual quantities are listed in a separate Leistungsverzeichnis / “Übersicht jährlicher Bedarf an Brötchen zur Angebotserstellung”. Finally, the documents indicate contradictions and their resolution. Such as: there are duplicated or older text passages with different dates (e.g. a question deadline listed as 30.10.2025 in one notice but 30.10.2026 in the current Angebotsaufforderung). Given the context and consistent referencing of the 2026 procedure, the applicable statement is the later date 30.10.2026 as shown in the current Aufforderung zur Abgabe eines Angebots. Similarly, general Bewerbungsbedingungen talk about Nebenangebote and product alternatives “oder gleichwertig”, but the specific Aufforderung and Bekanntmachung for this contract expressly state that Nebenangebote are not permitted and that delivery conditions are minimum requirements; therefore, for this procedure, the more specific prohibition of Nebenangebote and the fixed delivery times prevail. Where generic clauses refer to product alternatives or construction-related topics (e.g. FSC/PEFC-certified wood products), these are standard VOL/B-based texts but are not concretely engaged by the bread-roll supply description and should be read as background contractual conditions rather than altering the clear food-supply requirements.
