Establishment of a Dynamic Procurement System for laboratory equipment (File 309/2025 / 309/2025a)
The set of documents deals with the tendering and subsequent correction of a Dynamic Procurement System (DAS) for the supply of laboratory materials and products for the Public Health laboratories of the Conselleria de Sanidad de la Generalitat Valenciana (Spain).
The perspective is clearly that of the Spanish contracting administration, although European Union rules (Directive 2014/24/EU) and the Official Journal of the European Union are mentioned, within the framework of Spanish Law 9/2017 on Public Sector Contracts (LCSP).
As regards what the tenderer must submit and the minimum participation requirements, the documents indicate that the application is submitted electronically to the Public Sector Procurement Platform (PLACSP) for ‘On participation in the DPS’ with ‘Administrative documentation’.
This documentation must prove, such as, economic and financial solvency (annual turnover within the scope of the contract of at least € 221,000 in the best year of the last three) and technical solvency (cumulative annual amount of supplies of the same or similar nature of at least € 154,700 in the year of greatest execution of the last three).
In addition, it is required to comply with the requirement of Article 140 LCSP that at least 2% of the workforce are workers with disabilities; non-compliance leads to exclusion (example: CALIBRE SCIENTIFIC SPAIN S.L.U).
The documentation of Article 150.2 LCSP (capabilities and selection required in the PCAP) is also required; failure to respond to the request implies exclusion (example: BIOMERIEUX ESPAÑA S.A.).
Participation categories (1 and/or 2) are requested through Annex II and must be consistently marked in PLACSP; if there are discrepancies, what is marked on the platform prevails (e.g.

Regarding the scope of the contract, it is established, such as, that the object is a DPS for the supply of laboratory materials and products for the Public Health Laboratories of the Ministry of Health.
The total estimated value of the system is €7 620 000 (identical basic tender budget), with specific contracts with an estimated value not exceeding €221 000 each.
The deadline for the execution of the DPS is set from 10/04/2025 to 05/04/2030 and the place of execution is the national sub-entity Valencia/València (code ES523, Spain).

The extracts do not detail the amounts or the specific regime of guarantees, penalties or subcontracting conditions, which must be consulted in the PCAP approved by resolution of 05/03/2025.
