Dynamic Acquisition System of the Bank of Spain for training and consulting in strategic skills
The text deals with the call for tenders LIC‐11869 of the Bank of Spain to constitute a Dynamic Acquisition System (DAS) for training and consulting services in strategic skills.
It clearly falls under Spanish public procurement law (reference to Banco de España, Madrid, Plataforma de Contratación del Sector Público, Tribunal Administrativo Central de Recursos Contractuales) and implements Directive 2014/24/EU; therefore, the perspective is that of Spain as a contracting country within the framework of the European Union.
As regards the documentation to be submitted by the tenderer and the minimum requirements, it is indicated that the procedure is restricted and that the DPS has an accession/approval stage.
At this stage, all tenderers must provide at least: the Application for Accession (Annex 2 of the PCP, indicating the chosen categories/lots), the Responsible Declaration adapted to the European Single Procurement Document (ESPD, Annex 3), the Declaration on Russia-Ukraine Restrictive Measures (Annex 11) and an electronic catalogue of standardisable training services without price.
In addition, specific documentation is foreseen in cases such as: temporary union of companies (commitment of incorporation and ESPD of each member), recourse to the solvency of third parties (UCSD of the company from which the solvency is taken) and belonging to the same group (declaration of related companies).
The criteria of ability to act, technical-professional solvency and economic-financial solvency (annual turnover) expressly refer to the provisions of the SDA specifications, without detailing amounts or scales in the extract.
With regard to the scope of the contract, an estimated overall value of EUR 15 360,000 and a tender amount of EUR 18 585 600 are established, with a period of execution from 09/07/2026 to 08/06/2030.
It is a service contract, subject to harmonised regulation, processed as a restricted procedure for the creation of an open DPS throughout its duration.
The territorial scope is Spain, with place of execution in Madrid (code ES300).
Eleven lots/categories are covered, such as: economic and financial training and markets (cat. 1), legal and regulatory matters (cat. 2), data and AI (cat. 3), agility and project management (cat. 4), personal skills/soft skills (cat. 5), health and well-being (cat. 6), other technical expertise of the Banco de España (cat. 7), support in selection and management of fellows (cat. 8), consulting on agility and process improvement (cat. 9), consulting on various human resources (cat. 10) and consultancy for the assessment of management candidates (cat. 11).
For each lot, estimated values and specific amounts are set (e.g.

EUR 600 000 for lot 2, EUR 1 000 000 for lot 4, EUR 2 000 000 for lot 7, EUR 200 000 for lot 8, etc.), but the “minimum/maximum amounts” associated with the criteria appear to be internal scoring parameters rather than service volumes.
On award criteria and their weighting, the text distinguishes between criteria that can be assessed by formulas and criteria that can be assessed by value judgment, lot by lot.
In training lots, they are repeated as criteria quantifiable by formula, such as: provision of learning assessment and monitoring tools (reference value 40 points), support and accessibility mechanisms (40 points, with specific weighting 40), ability to issue official certifications (40), specific experience of the teaching team (60), teaching materials compatible with the Banco de España platform (40) and economic offer (price, reference 49).
In the consulting lots (9, 10 and 11) similar structures are maintained with criteria such as specific experience of the consulting team (60), speed for the start of the service (20), reinforcement of the team (20), composition and knowledge of the team (50), deliverables of the work (40), proposal of organization and operation (50), availability of online psychometric tool (30), robustness and validity of the tool (40) and economic offer (price, 49).
Although many lines show “weighting: 0”, it is clear that the actual weight of each criterion must be consulted in the complete specifications and/or in the CATELEC sheets, which are not transcribed here.
In relation to risks and special conditions, it is expressly mentioned that the DPS operates in two phases (accession and specific contracts) and that one-off mini-tenders will be launched in the implementation phase.
Subcontracting appears as “allowed” (in at least one extract), indicating that no electronic auction will be used.
The deadline for receipt of requests to participate in the SDA is 09/07/2026 at 14:00, while the deadline for submission of tenders for the specific ones can be extended until 08/06/2030.
For doubts, a system of clarifications is foreseen through the Public Sector Procurement Platform (PLACSP) up to 12 days before the final date of submission of specific offers or applications for membership; an email address of the contractor profile will then be used.
In addition, there is a telematic information session (Teams) on 22 and 24 June 2026, which must be requested by post 24 hours in advance, with a maximum of two devices per tenderer.
The competent body for appeals is the Central Administrative Tribunal for Contractual Appeals, with a deadline of 30/06/2026, which also marks a relevant time milestone in the procedure.
Finally, on possible contradictions or corrections within the documents, the text is repetitive and, in some cases, confusing: for example, you see lines where estimated contract values are mixed (EUR 2 000 000 followed by EUR 200 000 in Lot 8) or identical criteria appear multiple times with “weighting: 0” and “minimum/maximum quantity” that do not seem consistent with a standard scorecard.
Blocks of criteria from several lots are also repeated in different documents (01‐placsp‐3.txt and 02‐placsp‐6.txt) with slight variations.
In the absence of the original matrix of criteria and the full specifications (PCP and PPT), the rule applicable in Spanish public procurement is that the Administrative Clauses and Technical Specifications officially published on the Platform prevail over summaries, informative notes or partial transcripts.
Thus, in case of discrepancy between these extracts and the specifications, the valid reference will always be what is established in the official specifications accessible in the links to LIC11869 and in the CATELEC files associated with each category.
