What the buyer is looking for

With the section Traffic-safe Municipality, the province of Antwerp wants to reduce the number of traffic casualties to zero as soon as possible. We want to achieve this ambitious goal together with the local authorities and police zones by putting road safety high on the agenda and stimulating a road safety reflex in every mobility project. Almost all local authorities participate in the Traffic Safety Municipality section. The partners in this guidance process are: • The Federal Services of the Governor (FDG); • The Flemish Traffic Science Foundation (VSV); • Parents of Accidented Children - Save vzw (OVK). With this public contract, the province of Antwerp wants to support its local authorities in drawing up and implementing their local road safety policy in order to pursue the Flemish target of 0 road deaths by 2050. Road safety policy requires an integrated and multidisciplinary…

… approach. In order to cover the possible needs of the local authorities and the provinces, this public contract is divided into 4 lots: • Consultancy • Studies • Design • Participation. These four lots cover the five road safety pillars (Engineering, Education, Enforcement, Encouragement and Evaluation). For the implementation of local road safety policy, local authorities and provinces need: • a combination of different areas of expertise (mobility, behavioural influence, infrastructure, enforcement, communication and evaluation); • coordination and use of different methodologies to meet the diverse needs of local authorities and police zones; • tailor-made forms of support that can only be refined through consultation and iteration; • management of substantive and organisational risks arising from cooperation with multiple actors and policy levels. · Lot 1 – Advice References related to policy, organisational, process or implementation-oriented road safety or mobility support are relevant for this lot. The reference shows experience in (policy) advice or guidance of local mobility or road safety routes. · Lot 2 – Studies References related to analyses, studies, monitoring, evaluations or other study assignments on road safety and mobility, such as data collection, traffic statements and research, accident analyses, impact measurements, speed plans, road categorisation or supporting policy studies, are relevant for this lot. · Lot 3 – Design References relevant to this lot are those relating to traffic, spatial or technical design and elaboration assignments relating to road safety, mobility or public space, such as design research, redesign proposals, design-oriented support or project implementations. · Lot 4 – Participation For this lot, references are relevant that relate to communication, awareness raising, education, stakeholder work or participatory trajectories in the context of road safety, mobility or public space, such as communication trajectories, information and participation moments, target group-oriented campaigns or guided participation processes.
