The process, step by step

Create the company account
Account as Wykonawca with name, NIP/REGON (or national identifier), NUTS-3, address, e-mail and a Supervisor person; activation via e-mail link.
Sign the registration request
The Supervisor downloads the XML, signs it outside the platform (qualified, seal, trusted or personal signature, XAdES) and uploads it. Only then is the account active.
Find the procedure
Via Przeglądaj postępowania/konkursy or the direct link or ID from the buyer's notice.
Fill in the offer form
Logged in, click Wypełnij under the interactive Formularz ofertowy: lot → single or consortium → company data (from the account) → consortium leader.
Download and complete the PDF
Pobierz formularz, complete all pages in Adobe Acrobat Reader, save; do not rename the file.
Sign
Sign the form internally (PAdES); attachments internally or externally, ZIP files externally. Change nothing after signing.
Submit
Tab Oferty/wnioski → Złóż ofertę (role for submitting offers needed): signed form in field 1, attachments in field 2, Wyślij pliki i złóż ofertę, confirm.
Keep the receipt
The platform validates, encrypts and stores; download the EPP/EPO receipt with timestamp. Withdraw via Wycofaj ofertę until the deadline.

Where bidders fail

Late is late: upload time depends on file size and load; do not submit at the last minute and do not close the browser.
Renaming the platform-generated form file triggers an error; an outdated form only a warning.
Missing signatures are only WARNED about; the platform accepts unsigned files, and the offer is then formally invalid.
Trusted or personal signature only below the EU threshold; above it a qualified signature, and the certificate must be valid at signing time.
ZIP attachments need an external signature; 250 MB per offer.
