EU public procurement thresholds 2026
Since 1 January 2026: €5,404,000 for works, €216,000 for supplies and services (€140,000 for central government authorities, €432,000 for utilities), €750,000 for social services — all net of VAT. From these values a contract must be advertised EU-wide on TED.
New EU thresholds apply since 1 January 2026. They decide whether a public contract must be advertised EU-wide on TED or only under national law on a national portal. All amounts are net of VAT; the values are reset every two years.

What happens above and below the threshold
From the threshold upward, EU procurement law (Directive 2014/24/EU) applies directly: EU-wide publication on TED, minimum time limits, eForms standard forms. Below it, each Member State decides how and where to advertise. Those procedures are open to bidders from other EU countries too; according to settled case law of the Court of Justice, the principles of equal treatment and transparency apply below the threshold as well wherever there is a cross-border interest.
What changed compared with 2024/2025
The thresholds fell slightly because they are realigned every two years to the Special Drawing Rights exchange rate: works from €5,538,000 to €5,404,000, supplies and services from €221,000 to €216,000, central government authorities from €143,000 to €140,000. A contract that was just below the threshold in 2025 may be above it in 2026.
