There is no single German procurement portal: TED above the EU threshold, below it service.bund.de as aggregator, the federal e-Vergabe, DTVP, and one state portal per federal state (cosinex, AI Vergabeplattform, RIB, Staatsanzeiger). We read 10 of these source portals carrying 24,770 open procedures.
Germany has no central procurement portal. Above the EU threshold TED is mandatory; below it each state and each municipality decides for itself, and the result is roughly 180 platforms in a handful of technical families. This page sorts them: federal, state, commercial aggregators. As of today we read 10 German source portals carrying 24,770 open procedures, 4,703 of them below threshold.
Three levels, one rule of thumb
EU-wide: TED (mandatory from the threshold). Federal: the Procurement Office's e-Vergabe and the aggregator service.bund.de, where states and municipalities also report voluntarily. States and municipalities: their own state portals or one of the platform families — cosinex (Vergabemarktplätze, DTVP), AI Vergabeplattform, RIB meinauftrag, Healy Hudson. To cover one state you need the state portal PLUS the national aggregators, because many municipalities publish there rather than with the state.

Why the state portals matter
4,703 of the 24,770 open German procedures are below the EU threshold and exist only on national portals. The data service oeffentlichevergabe.de carries only a fraction of them (about 780 below-threshold notices a month); the volume sits on state and municipal portals. Reading only TED and the data service shows you the smaller part.

TED is the EU official journal for contracts from the threshold upward. DTVP is a national commercial portal (cosinex) where federal, state and municipal buyers publish above and below the threshold — roughly a quarter of the German market.

Not to read. To submit a bid, yes — submission always runs through the buyer's portal, usually after free registration.
