What the buyer is looking for
The purpose of this framework agreement is to select an External Auditor and an alternate, with a view to certifying the accounts for the financial years 2027 to 2032, from the chambers of trade which are members of the order groupings for which CMAR PACA is the coordinator. It is a single-awarded framework agreement that does not give rise to reopening of competition, in which all the contractual provisions are fixed in full, in accordance with Articles L. 2125-1 1°, R. 2162-2 1° and R. 2162-6 of the Public Procurement Code. … allotment: In accordance with Article L. 2113-11 of the Public Procurement Code, the devolution into separate lots is likely to make it technically difficult and financially more expensive to perform the statutory control services shared within the network of Chambers of Trade. · The purpose of this Framework Agreement is to appoint an External Auditor and an alternate, with a view to certifying the accounts for the financial years 2027 to 2032, of the chambers of trade which have formed an order grouping between them. A specificity concerning the NA Chamber will have to be taken into account and requires the constitution of a group of auditors (see CCAP and CCTP). The services to be performed shall cover all the checks and interventions that the External Auditor must carry out in the context of his general mission in accordance with the legislative and regulatory texts applicable to the profession of External Auditor and by the standards of professional practice currently in force. The holder will exercise his legal missions as defined in articles L. 821-53 et seq. of the Commercial Code and by the approved Professional Exercise Standards (PEN). The deadlines for the execution of the mission run from the notification of the framework agreement for CMAR PACA (after AG) , as well as the contracts of application after the General Assembly of each CMAR (member of the group) of appointment of the auditor for the certification of the accounts for the financial year 2027 and end at the end of the General Assembly of approval of the accounts for the financial year 2032.
