What the buyer is looking for
The subject of the call for tenders is the establishment and operation of an administrative doctor's appointment service for the approximately 1.26 million insured persons of the AOK Rheinland-Pfalz/Saarland - Die Gesundheitskasse. The contractor shall assist the insured persons in finding and agreeing on family and specialist appointments in Germany. The use of the service is voluntary and free of charge for the insured. The scope of services includes the receipt of appointment requests, the examination of the right to use, the inclusion and coordination of the search criteria, the research of suitable medical practices, the contact and appointment arrangement as well as the transmission of results and the agreed appointment reminder. … medical practice or instruct the contractor to identify a suitable practice. Only practices that are entitled to outpatient contracted medical care for legally insured persons are taken into account. The free choice of doctor and a provider-neutral selection must be ensured. The general practitioner appointment placement takes place additionally in the absence of a general practitioner connection, after unsuccessful own contact attempts or if the independent appointment is much more difficult due to personal restrictions. The contract does not cover in particular medical or therapeutic counselling and treatment services, diagnostics, telemedicine as well as the placement of appointments with psychologists, psychotherapists and psychiatrists. Access is provided by telephone and via a secure dynamic online contact form on a landing page provided and operated by the Contractor. This is linked from the customer's digital offers, in particular the online office and/or the AOK app. The Contractor shall provide the necessary technical infrastructure, including hosting and service number, and shall ensure the agreed accessibility, data protection, information security and availability requirements. There is no provision for the automatic transfer of insured master data or registration data from the client's systems. The telephone service hours are Monday to Friday from 07:00 to 18:00, excluding federal holidays as well as simultaneous holidays in Rhineland-Palatinate and the Saarland. Digital requests can be sent around the clock. The scope of services also includes quality assurance, complaint management and quarterly, aggregated and anonymized reporting with separate monthly values. Approximately 12,500 enquiries are expected each year as a basis for calculation. A minimum purchase or a certain volume of cases is not promised. The remuneration consists of a one-off set-up fee and a fixed case fee for each successfully completed mediation case that can be billed according to the procurement documents.
