Supply of Direct Laser Writing (DLW) lithography system
Suministro de sistema de litografía por escritura directa mediante láser (Direct Laser Writing, DLW) — original title
Your path to submission
- Deadline: 10 November at 23:59 — 10 days left.
- You submit on PLACSP — Plataforma de Contratación del Sector Público — not here and not by e-mail. ↗ Submission via the Plataforma de Contratación (PLACSP): registration plus a recognised digital certificate / eIDAS signature — as an EU bidder, arrange this early; it typically takes days. Sort out account and signature first — not on submission day.
- Offer and evidence in: Spanish.
- Collect your evidence — use the eligibility analysis on this page: it lists the requirements and, for known certificates, how to get them.
What the buyer is looking for
The purpose of this report is to justify the necessity and suitability of contracting the supply, installation, commissioning, validation and training associated with a direct laser writing lithography system (DLW), in accordance with the provisions of Article 28 of Law 9/2017 of 8 November 2017 on Public Sector Contracts (LCSP), transposing into Spanish law Directives 2014/23/EU and 2014/24/EU of the European Parliament and of the Council of 26 February 2014, as well as the corresponding precepts that require the preparation of a report of insufficient means, necessity and suitability of the contract prior to the start of the procurement file. The equipment will be allocated to the Singular Scientific and Technical Infrastructure (ICTS) MICRONANOFABS, a Spanish network of micro and nanofabrication clean rooms integrated into the National ICTS Map of the Ministry responsible for science,…

… of which the Micro and Nano Manufacturing Infrastructure of the Nanofotonic Technology Center (NTC) of the Universitat Politècnica de València (UPV) is part, together with the National Microelectronics Center (CSIC) and the ISOM Technology Center (UPM). The facility will be located in the White Room of the 8F building of the NTC-UPV. The Nanophotonic Technology Centre carries out research and manufacturing activities in the fields of integrated photonics, nanotechnology, biosensoric, micro-optics and microfluidic systems. Commonly manufactured devices include photonic integrated circuits (PICs), photonic biosensors, nanoantennas, optical resonators, photonic crystals, diffractive optical elements, metallics and microlenses, three-dimensional structures obtained by Gray Scale lithography, MEMS devices, microfluidic systems, and photonic hybrid encapsulations and components. These devices require combining manufacturing processes with nanometric and micrometric resolutions, high levels of geometric precision, multilayer alignment and a high productivity that allows to manufacture complete devices and wafers in times compatible with research activity and the provision of technological services. Therefore, it is necessary to acquire a lithography system that simultaneously offers high resolution, high writing speed, mechanical stability, positioning accuracy and versatility to work on a wide variety of materials and substrate sizes. As ICTS integrated into the MICRONANOFABS network, the NTC-UPV provides micro and nanofabrication services to national and international research groups, as well as companies, within the framework of competitive projects, technology transfer contracts and provision of advanced services. The equipment will be part of the scientific infrastructure of the center and will be used for the development of national and international research projects, technology transfer contracts with companies and provision of manufacturing services to internal and external users. This condition of singular infrastructure of shared use obliges to maintain an updated, robust instrumental endowment and of benefits according to the state of the art, in line with the objectives of the PERTE Chip for the strengthening of the national capacities of microelectronics and photonics The contracting is, therefore, necessary for the fulfillment and realization of the institutional purposes of the ICTS MICRONANOFABS-NTC, there being no adequate, sufficient and available own means to meet this need, in the terms required by article 28 LCSP

Clement What the numbers say about this buyer
- In this sector the buyer awards roughly every 3 months (31 awards, most recently May 2026) — by that rhythm the next award was due around July 2026. The last award went to Alava Ingenieros, SA.n = 31
- 37% of this buyer's awards went to companies that had already won here before (636 awards since 2018, spread over 323 companies). That is well below the sector norm (55%) — this buyer switches suppliers more often than others.n = 636 awards since 2018
- The median procedure drew 2 bids (270 procedures with a bid count); 42% ended with a single bidder. Sector: median 3 bids.n = 270
- The award came in at a median 87% of the estimated value (247 awards with both estimate and value) — pricing at the estimate is usually too high here. Sector: 79%.n = 247
- 5% of awards went to companies from abroad (636 awards with a known winner country). Sector average: 1%.n = 636
