The process, step by step

  1. Register as Empresa
    Username, e-mail, password; activation via e-mail link. Then complete the datos adicionales including the communications e-mail, mandatory for electronic submission.
  2. Search procedures
    No login needed; electronic procedures carry the prefix @. Download the pliegos from the procedure page.
  3. Subscribe and ask
    Añadir esta Licitación a Mis Licitaciones for update e-mails (registered users only); questions via Nueva Pregunta before the question deadline.
  4. Launch the tool
    In Mis Licitaciones click Preparar oferta/solicitud de participación: a .jnlp file launches the Java Herramienta locally (accept the security warning); it is generated per procedure and phase.
  5. Assemble the offer
    Fill in the categories (bidder/representative, authorisations, UTE members), attach documents per envelope in the formats the buyer configured; Mostrar tamaños de la oferta checks sizes.
  6. Sign
    Sign every document and every envelope with AutoFirma and an @firma-recognised certificate (system store, card, DNIe); Simular presentación to test; Exportar/Importar propuesta for colleagues.
  7. Send
    Enviar documentación encrypts and uploads; the justificante de presentación appears on screen, downloads as PDF with CSV and is e-mailed to the communications address.
  8. Emergency: huella electrónica
    If the upload fails, a HUELLA ELECTRÓNICA receipt is issued: the complete offer must follow within 24 hours (tool or registry with the unedited XML), otherwise it is deemed withdrawn.

Where bidders fail

  • Java 1.8 required, .jnlp must be associated with javaws; 32-bit Java caps the offer at about 27 MB; add contrataciondelestado.es to Java's security exceptions; corporate firewalls block the tool download, so do not leave it to the last hours.
  • AutoFirma must be installed (the manual names conflicting versions); documents above 8 MB cannot be validated by @firma.
  • Validate the certificate at valide.redsara.es first; an empty certificate store, root certificates or expired certificates make signing fail; unrecognised foreign certificates → Otros and unsigned.
  • An attachment whose real format differs from its extension risks exclusion; a modified envelope must be re-signed; never press Descargar justificante before sending.
  • The deadline in the tool is mainland time; e-mail alerts are no fehaciente and get swallowed by company filters.
