Completion of complete design documentation and construction works on the basis thereof for the investment task entitled ‘Reconstruction and construction of the Athletics Stadium - Athletics and Football Complex’.

(OJ L 111, 8.4.2022, p. 1), hereinafter: Regulation 2022/576 3.Contractors may apply for the award of a contract if they meet the following conditions:economic or financial situation: a) The Contracting Authority shall consider that the Contractor is in an economic or financial situation ensuring proper performance of the contract if the Contractor demonstrates that it has financial resources or creditworthiness of not less than PLN 25,000,000 (twenty-five million zlotys); In the case of submitting a joint tender, the above-mentioned condition may be met jointly by the Contractor, with the proviso that at least one of the Contractors jointly applying for the contract should have financial resources or creditworthiness of not less than PLN 15,000,000 (fifteen million zlotys).Technical or professional capacity: a) The Contractor shall meet the condition if he proves that he has/will have at his disposal at least 1 person who will participate in the performance of the contract as the leading architect, who has valid design rights in the architectural specialty without restrictions, who has completed in the last 4 years at least 2 design documentation of the athletics stadium agreed and approved by PZLA.b) The Contractor shall meet the condition if he proves that he has/will have at his disposal at least 1 person who will participate in the performance of the contract as the construction manager, who has valid construction rights without restrictions to manage construction works in the construction and construction specialty, who has at least 5 years of experience in performing independent technical functions in construction and has acted as the construction manager in at least 2 constructions of athletics, football or athletics and football stadiums with a value of at least PLN 10 000 000.00 each. c) The Contractor shall meet the condition, if it proves that it has/will have at its disposal at least 1 person who will participate in the performance of the contract as a works manager, who has valid construction rights without restrictions to manage construction works in the installation specialty in the field of heating, ventilation, gas, water supply and sewage networks, who has at least 6 years of experience in performing independent technical functions in construction and has acted as a construction manager or works manager in at least 2 constructions of public utility buildings with a usable area of at least 1000 m2 each. d) The contractor will meet the condition if it proves that it has/will have at its disposal at least 1 person who will participate in the performance of the contract as a works manager, who has valid construction rights without restrictions to manage construction works in the specialty
