What the buyer is looking for
In this project, a measuring network for the German rail network is to be designed and maintained, which is to systematically collect data on train movements on German main lines with the help of measuring stations and make them usable for subsequent re-use. Based on the technical possibilities as well as legal and organizational constraints, a measurement concept for selected use cases will be developed, which will be implemented in a subsequent project. The project work also includes stakeholder management and internal and external communication of the project results during the development of the measurement concept and the implementation of the pilot measurement network. The implementation of the measurement concept and the pilot phase of the measurement network will also be adapted to legal and organizational issues and the measurement concept if necessary. · The aim of this project…
Show full description
… is to design a measuring network for the German rail network in order to systematically collect data on train movements on German main lines with the help of measuring stations and to make them usable for subsequent re-use. For the development of the measurement concept, the large number of use cases identified so far will be further prioritized on the basis of comprehensible criteria, taking into account technical, regulatory and organizational feasibility. On this basis, the project is to derive the concrete implementation of the prioritized use cases and develop the design of a later implementation of a pilot measurement network. For this purpose, a concept for an extended technical test as well as for an operationalized measuring network must be drawn up. Any organizational and legal challenges for the test operation and the construction of the measuring network (in the form of a concept) must be comprehensively explained and strategic solutions must be derived for this purpose. In addition, it will be considered how the collected train data can be linked to datasets of other national and international RUs and other stakeholders in the long term. The integration into international systems and initiatives for the standardization of WTMS data collection must be taken into account. Possible standardisations and quality criteria for the collection of data should also be considered. The contractor will continue to accompany the project one and a half years after the completion of sub-performances 1 to 5 to support the construction of the measurement system. If the options described in sub-service 8 are exercised, project support will be continued during the option period specified therein. During this period, the AN is available to respond to requests and challenges at short notice.
