The process, step by step

  1. Register
    Anmelden → Neu registrieren: company data, user data, review. Click the confirmation link within one hour; the first user is administrator and invites others (roles user, administrator, dispatcher). Free.
  2. Install the eVergabeApp
    Well before the deadline; it encrypts and signs locally and ships its own Java runtime.
  3. Search
    Ausschreibungssuche without login; search profiles with daily e-mail; documents free for a first look.
  4. Activate participation
    On the detail page click Teilnahme aktivieren before the participation deadline; the procedure then appears under Meine e-Vergabe → Meine Ausschreibungen; download the documents.
  5. Ask questions
    Vergabestelle kontaktieren (messages); answers arrive as messages and as the document Bieterfragen-Antworten.
  6. Complete forms and sign if required
    Offline in Adobe Reader (LV-Cockpit for AIDF). Sign only if the buyer requires it (signature card or .p12 via SecSigner); otherwise text form means the full name.
  7. Submit the bid
    Angebot abgeben → start the eVergabeApp → add files (per lot and cross-lot, up to 1024 MB) → Angebot versenden packs and encrypts locally → Dateien versenden uploads.
  8. Keep the receipt
    PDF with timestamp under Eingang → Empfangsbestätigungen. Withdrawal via Angebot zurückziehen only until the deadline, and it is irreversible.

Where bidders fail

  • Starting late: install the eVergabeApp early and do a dry run; submissions begun before but received after the deadline count as late; the deadline expires at hh:mm:01.
  • Files from cloud or linked folders (OneDrive, Google Drive, Nextcloud) trigger warnings: copy to a local drive, path up to 255 characters; keep the PDF closed while signing.
  • No drafts, no partial submission: prepare everything, one transmission, up to 1024 MB; ending participation and withdrawal are irreversible.
  • Firewall or proxy must allow www.evergabe-online.de and download.evergabe-online.de (port 443) and localhost ports 29170 to 29998; session cookies required; a change of IP drops the session.
  • Certificates are personal, bought separately and not stored in the account; a buyer may require a signature even though text form is the default.
