Public tender for animated educational videos for IRC Deutschland
The input text concerns a public tender by International Rescue Committee IRC Deutschland gGmbH for the creation of animated video clips for the project “Familien gestalten Zukunft (FgZ)”.
It is written from the point of view of IRC Deutschland as a contracting authority operating in Germany, but it also refers to major donors such as the European Union, EU and US governments, and the United Nations, whose eligibility rules must be respected.
The documents define the tender procedure, required forms and declarations, evaluation criteria, ethical and conflict‑of‑interest rules, and the envisaged contract period and delivery conditions.
The tender documentation specifies in detail what bidders must submit.
Such as: an intent‑to‑bid form (Annex A) to be sent by 21.10.2026; a signed “Bestätigung über Korrektheit der Angaben” (Annex B); the “Bieter*in‑Informationen” form with bank details, tax number, trade register entry and three references as well as self‑certification of eligibility (Annex C); and the IRC conflict‑of‑interest and code of conduct declaration (Annex D).
In addition, bidders must provide an interest letter, company profile including product portfolio, a detailed technical and financial offer (products/services, prices, delivery times), an extensive description of comparable references from the last three years with contact persons, a business registration or trade licence and tax registration, and any other relevant documents.
Minimum qualification requirements are framed as self‑declarations: for example, that the bidder is not insolvent, not excluded by main donors (EU, US, UN), has fulfilled tax and social security obligations, and has no criminal convictions related to professional conduct or serious contractual breaches.
The scope of the contract is also described.
Such as: production of animated, voice‑over‑based educational videos of about 2–4 minutes each, in German (first) and later other languages, based on content and text drafts supplied by IRC.
Themes include communication, conflict and rules in families, stress, children’s psychosocial needs, parental empowerment, education paths in Germany, multilingualism, media literacy, identity and bullying, and brain development.
The videos must use simple everyday language, strong visual explanation, and diversity‑sensitive, non‑stereotypical representation of families.
The contract period is envisaged from December 2026 to June 2027, with tender timetable: publication 12.10.2026, intent to bid and question deadline 21.10.2026, IRC answers by 26.10.2026, offer submission via DTVP by 02.11.2026, evaluation and possible site visits 03.–15.11.2026, award around 16.11.2026, contract start 01.12.2026.

Award criteria and weighting are set out explicitly.
Such as: a financial offer (price and payment terms, including all production costs, voice‑over, correction rounds, usage rights and taxes) weighted at 35%; schedule and availability during the project period, and ability to meet deadlines and incorporate feedback promptly, weighted at 15%; fulfilment of technical and content requirements based on the specification (concept, storytelling, animation, voice‑over, simple language, diversity‑sensitivity, target‑group orientation and feasibility), weighted at 30%; and previous experience in the NGO/humanitarian sector and with inclusive, diversity‑sensitive, conflict‑sensitive communication, including relevant work samples or references, weighted at 20%.
Offers that are not essentially compliant may be rejected at IRC’s discretion.
Risks and special conditions are described mainly through procedural and ethical rules rather than classic penalties or guarantees.
Such as: no bid security is required; offers must be valid for 90 working days after bid opening, and validity may be extended in writing without altering the offer.
IRC reserves the right not to accept the lowest or any offer and may change timeline dates.
IRC may inspect products and reject non‑conforming deliverables, which the bidder must replace without deadline extension at IRC’s discretion.
There are strict rules against collusion: bidders may not submit offers through more than one company they own and related parties (family members, subsidiaries, employees with their own companies, partners) may not submit separate offers for the same tender; violations lead to exclusion from this and future IRC tenders and may be reported to other international agencies.
The code of conduct imposes high ethical standards (no corruption, theft, trafficking, exploitation, discrimination; respect for human rights; neutral humanitarian stance), applies to subcontractors, and requires disclosure of any conflict of interest with IRC staff; concealed conflicts or breaches can lead to immediate termination and exclusion from future activities.
Site visits at bidders’ premises may take place during the evaluation period (03.–15.11.2026).
Regarding contradictions or corrections, the text is largely consistent across repeated passages.
Such as: the general timeline (publication, intent‑to‑bid, question deadline, offer deadline, evaluation, site visit, award, contract start) is repeated identically in several places; the content of Annexes A–D appears duplicated but not changed.
There is no contradiction about currencies (all prices in EUR), validity (always 90 working days), or requirement that Annexes A–D be fully completed and signed.
Where the same clauses (e.g. on collusion, ethics, or inspection rights) appear both in the main RFP and Annex D, the statements are identical or complementary, so the safer interpretation is that all such repeated provisions apply cumulatively.
If a bidder encounters any perceived inconsistency, the documents designate the clarification mechanism (questions to [email protected] or via DTVP by 21.10.2026), and IRC’s written clarifications provided by 26.10.2026 then govern.
Only the contracting authority's tender documents are binding. As of: 21/10/2026

Tactics
When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 1,782 completed awards — not a statement about this procedure.)
This procedure allows 22 days between publication and deadline — typical in this country is 32 (median of 20,071 procedures). Much tighter than usual: the first week counts.
The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
Foreign bidders
In Germany · Culture & sport, 31 contracts went to foreign companies over the last 3 years (of 1,863 recorded awards) — mostly from Italy, Belgium, Spain.
