Clement What the numbers say about this buyer

  • In this sector the buyer awards roughly every 16 months (5 awards, most recently August 2026) — the next award is due around December 2027 by that rhythm. The last award went to GAS NATURAL COMERCIALIZADORA, S.A.n = 5
  • 39% of this buyer's awards went to companies that had already won here before (364 awards since 2018, spread over 194 companies). That is well below the sector norm (56%) — this buyer switches suppliers more often than others.n = 364 awards since 2018
  • The median procedure drew 2 bids (276 procedures with a bid count); 47% ended with a single bidder. Sector: median 3 bids.n = 276
  • 67% of the bids received came from small and medium-sized enterprises (22 procedures with a bid mix). Sector: 38%.n = 22
  • The award came in at a median 90% of the estimated value (78 awards with both estimate and value) — pricing at the estimate is usually too high here. Sector: 80%.n = 78

Public procurement for a photovoltaic installation in MotorLand Aragón

The input text concerns a public procurement procedure in Spain for the “Ciudad del Motor de Aragón, S.A.” (MotorLand) relating to the supply, installation and commissioning of a photovoltaic solar installation for autoconsumption on the speed circuit and karting circuit.

The country perspective is clearly Spanish, referring to Spanish national procurement law (Ley 9/2017 de Contratos del Sector Público), regional law of Aragón (Ley 11/2023), and the Government of Aragón’s electronic tendering platform.

No other countries are mentioned apart from references to EU Member States and EEA States in relation to foreign bidders’ solvency requirements.

The background of the contract is described as the need to improve the energy efficiency and sustainability of MotorLand’s facilities and reduce dependence on the electricity grid.

The contract is qualified as a private supply contract with installation under Spanish public procurement law, to be awarded by Ciudad del Motor de Aragón, S.A. via an open procedure, not subject to harmonised EU thresholds.

The technical solution is based on a project prepared by an industrial engineer, which will be part of the contractual documentation.

The contract is not divided into lots, to ensure integrated management of supply, installation, electrical integration and commissioning.

Regarding what the bidder must submit and the minimum qualification requirements, the documents specify, such as, that bids must be filed electronically via the Government of Aragón’s blockchain-based tender manager, using a valid electronic certificate.

For economic-financial solvency, bidders must provide a declaration of their annual turnover in the relevant field, showing at least 199,609.83 € (1.2 times the estimated contract value) in the best year of the last three available.

For technical-professional solvency, bidders must submit a list of supplies performed in the last three years, backed by certificates of good execution, showing at least two solar panel installations of similar nature and with an estimated value equal to or higher than this contract.

Additionally, the contractor must commit to the “adscripción de medios” by designating at least one installation manager with an engineering degree and experience in at least one similar project, evidenced by nominative certificates or declarations.

References to specific forms and detailed solvency tables are made to Annex III of the PCAP, which is not reproduced in full in the input text.

Show all 33 statements

The scope of the contract (what, how much, where, when) is defined as the supply, installation and commissioning of a photovoltaic installation on the roofs of buildings in the MotorLand complex, for both the speed circuit and karting circuit.

The CPV codes listed cover electrical installation work, photovoltaic solar modules, and roofing with solar panels.

The estimated value of the contract is 190,028.56 € (excluding VAT), including up to 20% possible modifications, with an initial supply-and-install budget of 158,357.13 € (excluding VAT).

A budget base of around 191,6xx € (with VAT) is mentioned, noting small numeric inconsistencies between 191,612.13 € and 191,633.91 € but always close to that figure.

The execution period is six months from signature of the replanteo verification act, with no extensions (no prórroga).

The contractor must also handle licences, permits, tests, certifications, legalisation of the autoconsumption installations, and delivery of final technical documentation, all at the MotorLand site in Teruel (subentity ES242).

On award criteria and weighting, the contract will be awarded based on the best quality-price ratio, using several criteria evaluated by formula.

The documents state, such as, a total of 100 points, with 80 points for the economic offer (price) and 20 points for qualitative improvements: up to 10 points for improvements in the energy monitoring system (remote access, alerts, data storage, automatic reporting) and up to 10 points for extension of the guarantee period beyond the minimum 24 months.

Bids must document the offered monitoring functionalities (screenshots, technical documentation) and indicate clearly the total guarantee period offered; if not indicated, the minimum required is presumed.

The price scoring formula is a proportional system with a defined “baja significativa” of 5% of the tender price, aiming to avoid irrational underbidding and to treat abnormally low offers according to RD 1098/2001.

Tie-breaks will be resolved per article 147 LCSP and the strategic procurement law of Aragón.

As to risks and special conditions, the texts set out, such as, a definitive guarantee of 5% of the award amount (excluding VAT), a minimum guarantee period of 24 months from reception, and a detailed penalty regime.

Penalties include 500 € per day of delay, up to 5% of the contract price, and penalties proportional to the cost of correcting technical or quality defects.

Breaches of safety, environmental, labour or waste management obligations can lead to penalties proportional to the gravity of the infringement, and ultimately to contract termination when essential obligations are violated.

Modifications of the contract are allowed up to 20% of the initial price (excluding VAT), limited to adjusting quantities of existing units (no new unit prices), with prior technical report, hearing of the contractor and formal approval.

Subcontracting is permitted only for accessory (non-principal) works, with written notification of the scope, amount and identity of subcontractors, while the main contractor remains fully liable.

Conditions of execution include strict compliance with labour, health and safety, environmental and electrical installation rules; using personnel with suitable qualifications (including for working at heights); and managing waste correctly.

The documents do not explicitly mention tender validity period, question deadlines or compulsory site visits; they refer bidders to the platform listing and PCAP for details.

The financing is not from EU funds, and there is no electronic auction.

On contradictions or corrections within the documents, the main discrepancies visible are minor numerical differences in the budget base (191,612.13 € vs. 191,633.91 €) and a line in one approval document that wrongly labels “Valor estimado total = 158.357,13 €” (appears to confuse execution budget with estimated value) while other parts consistently state an estimated value of 190,028.56 €.

Also, some fields from the platform show zero weighting in the criterion lines even though the narrative clearly assigns 80, 10 and 10 points, indicating that the authoritative weighting is the detailed “Informe de contratación / PCAP” rather than auto-generated platform metadata.
