The Finnish Transport Infrastructure Agency has decided to conclude four-year framework agreements for increasing the capacity of Helsinki-Riihimäki, for tasks related to the construction, supervision and planning of the additional funding for phase 2. The agreement can be extended for four years on an annual basis. The additional funding will be used to implement a new freight rail line starting at Hyvinkää traffic site on the west side of the main tracks of Hanko, crossing many other tracks and ending at Riihimäki freight yard. In addition, the project will implement changes to, for example, bridges and other know-how structures, safety equipment and electric railway structures and noise abatement. The tasks may include a safety coordinator, a safety equipment builder, an electric railway and strong current builder, among others. the environmental coordinator, the design supervisor, the supervisor of the electrical infrastructure works, the supervisor of the safety equipment works, the supervisor of the superstructure works, the supervisor of the bridge and skill structure works, the project engineer and the project assistant. The total amount of work to be carried out under the framework agreement is estimated at EUR 1.500.000 (VAT 0%) per year and at EUR 10.000.000 (VAT 0%) per year for the duration of the framework agreement. This estimate is not binding on the subscriber. The framework agreement will be concluded with at least two (if there are fewer than 2 approved offers, the framework agreement may also be concluded with one operator) and no more than four suppliers. Locations 3 and 4 will be included in the framework agreement if the difference between the approved reference price for those locations and the lowest price is less than 25%. The agreement also includes four (4) separate option years (2031, 2032, 2033 and 2034). The subscriber notifies in writing the use of the option at least two (2) months before the end of the contract period. The use of the option is subject to the approval of both parties. The content of the procurement and the tasks are further specified in the tender specifications.
