What the buyer is looking for

The Finnish Transport Infrastructure Agency has decided to conclude four-year framework agreements to increase the capacity of Helsinki-Riihimäki, for tasks related to the construction, supervision and planning of the additional funding for phase 2. It is possible to extend the agreement for four option years at a time each year. The additional funding will be used to implement a new freight rail line, which starts at Hyvinkää traffic point on the western side of the main tracks, crossing many other tracks and ends at Riihimäki freight yard. In addition, the project implements changes to, for example, bridges and other know-how structures, safety equipment and electric railway structures, as well as noise abatement. The construction plans for the area are estimated to be completed at the beginning of 2027. On the basis of this framework contract, the client shall commission a consultant…

… for the additional financial contribution and tasks related to the supervision of the infrastructure works. The tasks of the assignments may include, for example, a safety coordinator, a safety equipment developer, an electric railway and strong current developer, an environmental coordinator, a design control expert, an electric railway supervisor, a safety equipment supervisor, an overseer supervisor, a bridge and skill structure supervisor, a project engineer and a project assistant. The total amount of work to be carried out under the framework agreement is estimated at EUR 1.500.000 (VAT 0%) per year and EUR 10.000.000 (VAT 0%) per year during the duration of the framework agreement. The estimate is not binding on the subscriber. The framework agreement will be concluded with a minimum of two (if there are fewer than 2 admissible tenders, the framework agreement may also be concluded with one operator) and a maximum of four suppliers. Positions 3 and 4 shall be included in the framework agreement if the difference between the accepted reference price for those locations and the lowest price is less than 25 %. The agreement also includes four (4) separate option years (2031, 2032, 2033 and 2034). The subscriber shall notify in writing of the exercise of the option at least two (2) months before the end of the contract period. The use of the option is subject to the approval of both parties. The content of the procurement and tasks is specified in more detail in the tender documentation.
