Regarding the scope of the contract, the text describes an all‑inclusive package of shell construction and special civil engineering works for the new pool, including such as earthworks, dewatering, construction water management, waterproofing and thermal insulation, masonry for interior walls, house and roof penetrations, embedded works, lightning protection and earthing systems. The place of performance is Stuttgart‑Zuffenhausen (PLZ 70437), with specific site conditions: adjacent sport hall in operation, school traffic, strict safety and logistics constraints, Baustelleneinrichtungsplan, Baustrom/Bauwasseranschlüsse and limited storage areas. Quantities and positions are detailed in the LV “Rohbau und Spezialtiefbauarbeiten” (e.g. Baustelleneinrichtung, Lagerflächen, Transport). The time frame is governed by Besondere Vertragsbedingungen (Formblatt 214) and a Bauzeitenplan: beginning within a defined calendar week or within 12 working days after Aufforderung, and completion deadlines such as “Fertigstellung Decke über UG bis spätestens KW 46 2027” and overall finishing by June/July 2028; these dates are Vertragsfristen with contractual penalties attached.

Award criteria and weighting are also specified. The main Zuschlagskriterium is Preis, determined from the “Wertungssumme” after recalculation of the Angebotsendsumme including price reductions, effects from Lohngleitklausel (Formblatt 224) and any Instandhaltungsangebote. Variants (Nebenangebote) may generally be regulated in the Teilnahmebedingungen, but for this procedure they are marked as “nicht zugelassen” in the Aufforderung zur Angebotsabgabe, so only Hauptangebote count; where Nebenangebote would be allowed, they must fully describe alternative performance, meet minimum requirements and be broken down in quantities and unit prices. There are numerous risks and special conditions for bidders, such as contractual penalties, guarantees and subcontracting rules. The offer must be submitted electronically in German via www.meinauftrag.rib.de by 03.12.2026 10:00, remains binding for 77 days, and bidder questions must be submitted by 23.11.2026 10:00, at least three working days before the end of the information period (§ 12a EU VOB/A).

Finally, the documents address contradictions or corrections and clarify which statements prevail. For instance, bidders are instructed that any perceived inconsistencies or errors in the tender documents must be raised “unverzüglich” via a Bieterfrage before submission; “klarstellende Hinweise” in a Begleitschreiben zum Angebot may be treated as unauthorised changes to the tender documents and lead to exclusion under § 16 VOB/A and § 13 EU VOB/A. In relation to Nebenangebote, although the Teilnahmebedingungen EU describe how they must be structured, the Aufforderung zur Angebotsabgabe explicitly states “Nebenangebote sind nicht zugelassen”; this later, procedure‑specific statement prevails, so no variants may be offered. As such, bidders must orient themselves on the combination of the EU‑Bekanntmachung, the Aufforderung 211 EU, Formblatt 216 and the LV; where doubt remains, only clarifications formally issued by the Vergabestelle via the electronic platform before the submission deadline are binding.
