Regarding the scope of the contract, the text describes an all‑inclusive package of shell construction and special civil engineering works for the new pool, including such as earthworks, dewatering, construction water management, waterproofing and thermal insulation, masonry for interior walls, house and roof penetrations, embedded works, lightning protection and earthing systems. The place of performance is Stuttgart‑Zuffenhausen (PLZ 70437), with specific site conditions: adjacent sport hall in operation, school traffic, strict safety and logistics constraints, Baustelleneinrichtungsplan, Baustrom/Bauwasseranschlüsse and limited storage areas. Quantities and positions are detailed in the LV “Rohbau und Spezialtiefbauarbeiten” (e.g. Baustelleneinrichtung, Lagerflächen, Transport). The time frame is governed by Besondere Vertragsbedingungen (Formblatt 214) and a Bauzeitenplan: beginning within a defined calendar week or within 12 working days after Aufforderung, and completion deadlines such as “Fertigstellung Decke über UG bis spätestens KW 46 2027” and overall finishing by June/July 2028; these dates are Vertragsfristen with contractual penalties attached.

Award criteria and weighting are also specified. The main Zuschlagskriterium is Preis, determined from the “Wertungssumme” after recalculation of the Angebotsendsumme including price reductions, effects from Lohngleitklausel (Formblatt 224) and any Instandhaltungsangebote. Finally, the documents address contradictions or corrections and clarify which statements prevail.
