With the offer, bidders must submit: (i) the form “01‑1 Eigenerklärung” (including statements on taxes, social contributions, MiLoG, BG insurance, exclusion grounds under §§ 123, 124 GWB, use of subcontractors, signature requirement), (ii) the form “01‑2 Eigenerklärung EU‑Grundrechtecharta_AN” including a list of project participants and an acknowledgment of EU Charter/UN‑BRK compliance, (iii) the form “01‑3 Informationsblatt Sanktionen Russland – Eigenerklärung” (Art. 5k VO (EU) 833/2014, no Russian links >50 %, no Russian‑related subcontractors >10 % of contract value), and (iv) if relevant, the “Erklärung Bietergemeinschaft” (joint and several liability, named representative) and the “Einsatz Unterauftragnehmer” form (listing subcontractors and their tasks). For technical and professional capacity, bidders must provide at least five suitable references from the last five years with a main focus on soil‑water budget measurements (esp. infiltration) and evaluation of physical/chemical soil parameters, plus proof that the responsible project lead holds a relevant university degree (geosciences, environmental analytics, geoecology, hydrology, agricultural/forest sciences or equivalent) and that staff has good knowledge of soil physics, ecohydrology, and crop production; communication and reporting in German at level C1 is required.

As to the scope of the contract (what, where, when), the Leistungsbeschreibung outlines, such as, measurements of the soil water budget in the JTF project area “Wasserrückhalt in der Fläche” with specific standorte in the Löbauer‑Wasser catchment (see Anlage 1). There are repeated measurement campaigns per site (Kapitel 6.3 Wiederholung pro Standort) at defined times related to crop sowing and development; exact measurement dates are agreed ad hoc between AG and AN depending on crop stand, weather and the consent of third parties. The deliverables include field measurements (infiltration etc.), data analysis, a written Zwischenbericht (first measurement series after main crop sowing) and a Abschlussbericht (all series, all times, including description of trial procedures per scenario/location, photo documentation, error analysis) plus tabular data in Excel format. Concerning award criteria and weighting, the texts state, such as in “Grundlage Punktebewertung”, that the economically most advantageous tender is chosen on the basis of 30 % price and 70 % quality. Price receives up to 30 points, with 30 points for the lowest evaluated price, 0 points for prices at or above twice that level, and linear interpolation in between according to a given formula. The rating table sets bands for “sehr gut” down to “unzureichend” for each sub‑criterion. In case of a tie in total points on rank 1, the cheaper tender wins.

Risks and special conditions are covered, such as in the ZVB‑related clauses and LB section 12: the contract is a Werkvertrag; the LfULG’s ZVB (version 12/2025) and VOL/B become integral parts unless overridden by the LB. Payment follows verified partial performance via Abschlagsrechnungen for completed work packages, to be invoiced by 15.10 of each financial year with a bidder‑submitted Zahlungsplan. The payment period is set to 35 days (deviating from ZVB 14.1) but may be extended by a reasonable time due to funding compliance checks; the contractor will be informed of delays.
