What the buyer is looking for
1. The subject of the contract is the supply of brand new electric buses (purely electric vehicles – BEVs) to the Municipality of Chodzież, intended for the provision of urban public transport services in the municipality. The subject of the contract was divided into the following scopes: • Baseline – supply of 1 electric bus; • Optional scope (right of option) - delivery of 1 electric bus (and additional chargers). A ‘factory new’ bus is a vehicle manufactured not more than 6 months before the date of delivery of the lot and which has not been used previously. The buses offered must be of the same brand and identical in terms of construction, technical parameters, configuration and equipment. The scope of the contract also includes the performance of activities accompanying deliveries, in particular: • the transfer to the Ordering Party of the right to carry out independent inspections…

… and repairs of supplied electric buses (BEV); • equipping the Ordering Party with a set of service tools for diagnostics of all vehicle components - in the amount and scope enabling full use of all functionalities of electric buses (BEV); • providing the technical documentation necessary to operate and service the purchased vehicles free of charge; • conducting training for employees of the Contracting Authority and/or staff of the public transport operator (for at least 3 mechanics/maintenance staff and 4 drivers). 2. A detailed description of the subject-matter of the contract is set out in the tender specifications (TEC) ref. NIZP.271.11.2026 and its annexes, in particular in Annex 2 to the tender specifications – Description of the subject-matter of the contract (TEC), which describes the assortment covered by the supplies. 3. The implementation of the contract is part of the ‘Mobilna Chodzież – Ecological and Modern Transport’ project, co-financed under the Polish-Swiss Urban Development Programme, which aims to develop sustainable urban mobility and increase the share of zero-emission transport in the public transport system. 4. The buses purchased as a result of the contract will be owned by the Municipality of Chodzież and will be handed over to Miejski Zakład Komunikacji Sp. z o.o. in Chodzież for operation as part of public transport services. 5. If the Ordering Party used trade names, trademarks, patents, indications of origin, sources in the description of the subject of the contract or indicated a specific technological process characterizing the products or services of a specific contractor, these provisions are only of an illustrative nature. The Contracting Authority accepts the offer of equivalent solutions, understood as solutions ensuring at least the same minimum technical, quality and functional parameters as the solutions described. The Contractor relying on equivalent solutions shall demonstrate that the products or services proposed by him meet the requirements specified by the Contracting Authority. The burden of proving that the offered equivalent products described by the Contracting Authority meet the requirements of the Contracting Authority lies with the Contractor, therefore the Contractor is obliged to attach to the tender a list of the equivalent solutions applied, together with their description, technical documentation or indication of the relevant standards. Where references to standards, technical assessments, technical specifications or technical reference systems referred to in Article 101(1) are included in the description of the subject-matter of the contract. 1 point 2 and paras. 3 of the Act, the Ordering Party allows the use of equivalent solutions, in accordance with the principles set out above.

Tactics
When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 5,901 completed awards — not a statement about this procedure.)
This procedure allows 35 days between publication and deadline — typical in this country is 18 (median of 9,435 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
