What the buyer is looking for
The subject of the procurement is the execution of architectural, construction, electrical and mechanical works on the arrangement and functional modernization of six workshops (halls) for the maintenance of railway vehicles, by groups, in five locations: Center Osijek, Center Pula, Center Solin, Center Varaždin and Center Vinkovci. The works include the refurbishment of the workshop space at the specified locations, which does not affect the location conditions or the fulfilment of the essential requirements for the building (basic requirements of mechanical resistance and stability, fire safety, hygiene, health and environmental protection, safety and accessibility during use, noise protection, etc.), all in accordance with Article 3. Ordinance on simple and other buildings (OG 31/20, 74/22, 155/23), which stipulates that without a permit and the main design, works may be carried out…

… for the purpose of remodelling or adapting the space to the new needs according to which the organization of the space, non-loadbearing partition elements of the building and/or installation changes, and which changes do not affect the fulfilment of mechanical resistance and stability for the building and/or safety in the event of fire, and do not change the conformity of the building with the location conditions in accordance with which it was built. The works shall also cover the delivery, installation and commissioning of the related equipment necessary for the functional modernisation of the workshops identified in this Procurement Document. This open procurement procedure is divided into lots of procurement items, i.e. each location (irrespective of the number of workshops it contains) represents one lot of procurement items. In accordance with the above, the procurement procedure in question was divided into 5 (five) lots. The nature, scope and technical characteristics of the works and equipment for each of the six workshops are set out in detail in the project documentation, technical specifications, drawings and cost statements structured by lot of the subject matter of the procurement, which form an integral part of this Procurement Document and form a single technical unit for the workshop in question and cover: Map 1 – Architectural and thermal protection calculation, Map 2 – Electrical and lightning protection installation project, Map 3 – Mechanical project – Thermotechnical installation project. The project documentation, technical specifications, drawings and cost statements drawn up for each lot of the subject of procurement and the workshop are consistent with each other and form a single technical and performance unit, and relate exclusively to the works and equipment for that workshop. The technical documentation that forms an integral and inseparable part of this Tender documentation contains a description of the current situation for each individual location, includes a description of the existing construction, architectural, mechanical, electrical and functional condition of buildings, existing infrastructure, spatial constraints, as well as all other data necessary for the preparation of the tender and the execution of the works. The scope of the works covers all the activities, works, deliveries, tests and commissioning required for the performance of the contract. If, in the course of the examination of the Tender documentation, an economic operator becomes aware of any lack of conformity, contradiction or ambiguity, it may, within the time limits and in the manner prescribed by the Tender documentation, request clarification from the Contracting Authority. Since the subject-matter of the procurement is contracted under the ‘turnkey’ system and the works are carried out in existing workshops for the maintenance of rolling stock with different construction, installation and functional characteristics, economic operators are obliged to carry out a site survey of the lot of the subject-matter for which they submit a tender before submitting a tender. In accordance with the above mentioned Contracting Authority pursuant to the provisions of Article 238. The Public Procurement Act lays down an adequate time limit for the submission of tenders. The request for inspection of the site/s shall be submitted exclusively through the EOJN RH system with an indication of the group of subject matter for which the economic operator intends to carry out a visit and submit a tender. Detailed conditions for the inspection of the site are regulated by the annex "Technical Specification". · The subject of procurement for lot 1 is the execution of architectural-gr
