What the buyer is looking for

This procurement establishes a multi-supplier framework for the procurement of joint procurement trainings. All tenderers satisfying the suitability and other minimum requirements set out in the invitation to tender will be admitted to the framework agreement by lot. Tenders shall not be ranked or ranked at the stage of the establishment of the framework agreement. There is no order of priority among service providers. The aim is to accept at least two service providers in each area. However, a sub-area can also be established when only one service provider can be approved. If at least two service providers are approved for a sub-area, all training procurements based on that sub-area will be tendered out among the service providers approved for the sub-area in the form of training-specific mini-competitions. If only one service provider is accepted for the sub-area, training-specific…

… procurements will not be mini-competitive. In this case, the contracting entity will ask the service provider for a specified training-specific offer in accordance with the terms of the framework agreement. A service provider admitted to a framework agreement shall be deemed to have committed to the terms of the framework agreement by submitting a tender. The relationship between the service provider and the contracting entity during the framework agreement is governed by the procurement decision, the invitation to tender and its annexes, and the service provider's tender. Training-specific contracts shall be awarded to service providers selected on the basis of mini-tendering or, if only one service provider has been admitted to the sub-area, on the basis of a specified training-specific tender submitted by the latter. The Employment Authority may organise labour market training together with the employer, the client of the person intending to become an entrepreneur or the enterprise transferring entrepreneurship rights in such a way that the latter participates in the financing of the training (joint procurement training) (Act on the Organisation of Employment Services 380/2023). In this procurement, the trainings are named: - Training for the unemployed = RecruitmentEducation - Training for the dismissed = ChangeEducation - Training for the employed = PreciseEducation RecruitmentEducation is intended for situations where the company has a shortage of skilled labour and there is no available skilled labour force. The training responds to the recruitment needs of the company's new workforce and is vocational labour market training tailored to the company's needs. In RekryEducation, the recruiting company participates in the planning, marketing, student selection, implementation and financing of the education. The aim of the training is to provide students with the knowledge and skills required for the duties in the field of education in question so that those who have successfully completed the training can be employed by a company participating in the Recruitment Training. The training-specific goals are specified based on the needs of the company participating in RekryEducation. PrecisionTraining is intended for updating or expanding the competence of personnel in change and development situations in a company or other organisation, if the competence of the personnel does not correspond to the changed circumstances. Competence development is always linked to the company's normal (business) operations. ChangeTraining is intended for situations where the Employer reduces or temporarily lay off personnel or when the Employer ceases operations altogether. Further/further training helps workers find a new occupation or job. All tenderers satisfying the suitability and other minimum requirements set out in the invitation to tender will be selected for the framework agreement by lot. Tenderers may apply for one or more lots. In the setting-up phase of the framework agreement, prices per training are not requested and offers are not compared. There is no order of priority between the selected service providers. The framework agreement will close after the start-up phase. No new service providers shall be admitted during the term of the framework agreement. Price per training, implementation plan, human resources and others
