At the same time, Article 4 of Regulation (EU) 2024/1689 ("EU AI Regulation" or "EU AI Act") imposes specific obligations on the organisations involved to ensure an adequate level of AI competence of their staff. The aim of the procurement is to establish a sustainable, jointly usable qualification architecture, consisting of a central AI competence platform and a basic and advanced qualification based on it. The solution should be scalable, data protection-compliant and workable beyond the project term and make an effective contribution to fulfilling the AI competency obligation under Article 4 of the EU AI Regulation. The subject of the service is the provision and operation of an AI competence platform and the implementation of qualification offers based on it. The performance comprises the following three coordinated components: 1.AI competency platformfor: Provision of a multi-tenant SaaS learning platform as a technical basis for qualification offers 2. Basic AI qualification: On-demand learning programme for the development of broad basic AI skills, including a compulsory share in accordance with Article 4 of Regulation (EU) No 3 on AI. AI Build-Up Qualification: Moderated online workshops for in-depth competence development with knowledge base and community approach The three components are to be provided as a total performance ("from a single source").
