What the buyer is looking for
The University Hospital Frankfurt (UKF) is also procuring a flexible AI compute, development and integration platform. The platform will be used over 36 months for heterogeneous AI, analysis, development and integration scenarios. A consulting partner independent of the compute provider is commissioned for technical control, secure integration into the existing UKF infrastructure, economical use and controlled further development. The contractor will provide the independent technical consulting and control interface between UKF, departments, IT, ISB/DSB, compute providers and other technology/implementation partners. The contracting authority shall carry out the procurement of the AI Compute Platform and ‘Accompanying advisory, architectural, governance, security, audit and provider control services for the AI Compute, Development and Integration Platform’ in two separate procurement procedures. The subject of this tender is exclusively the procurement "Accompanying consulting, architecture, governance, security, audit and provider control services for the AI computing, development and integration platform". There is a direct technical and economic dependency between the two service areas. In particular, the recommendations, technical concepts and needs assessments developed in the context of AI consulting services can have a significant influence on the type, scope and retrieval of AI computing services. In order to ensure independent, objective and economically neutral advice and to avoid potential conflicts of interest, the contracting authority shall provide for a personal and economic separation of the contractors of both service areas. A simultaneous participation of the same economic operator in both procurement procedures is therefore not permitted. This shall apply mutatis mutandis to groups of service providers as well as to economically linked companies, insofar as independent service provision cannot be guaranteed due to their specific interdependencies. By submitting a tender, the tenderer declares that it complies with the above requirements and that it does not participate in the other procurement procedure, which may give rise to an undue conflict of interest. The contracting authority reserves the right to examine possible conflicts of interest in compliance with the principles of transparency, equal treatment and proportionality under public procurement law and to take the necessary measures. The total price is 100,000.00 EUR gross for the entire duration of the contract. The tenderer must provide a binding guarantee of at least 66.5 person-days (PT).
