What the buyer is looking for

With the funding information system FINK (funding information system for nature conservation and natural climate protection), the Federal Agency for Nature Conservation (BfN) intends to establish and further develop a central, cross-funding programme specialist application for the collection, management, linking and evaluation of funding project data. FINK is to support the technical implementation of the funding programmes of the Natural Climate Action Programme (ANK) and the Federal Nature Conservation Fund (BNF). For this purpose, the system combines relevant project master data, financing information, area and geodata as well as monitoring and indicator data in a uniform data structure. The aim is to provide a reliable and quality-assured data basis for funding coordination, monitoring, evaluation and reporting at federal level. The specialist application is intended to enable…

… efficient research, linking and evaluation of data across funding programmes and projects. This includes in particular flexible filter and search functions, standardized data imports and interfaces, professional validation and plausibility checks as well as the creation of evaluations and reports. The integration of geographic information systems (GIS) should make it possible to spatially display, analyse and link support areas with other spatial data. A particular use case is the identification of spatial and content overlaps of support measures as a basis for the examination of possible double funding. The technical implementation should be based on a powerful, expandable and maintainable system architecture. A relational database based on PostgreSQL/PostGIS, a web-based frontend and suitable interfaces and procedures for data integration are planned. A role- and rights-based access concept as well as comprehensible data verification and approval processes are intended to ensure data quality, data security and controlled provision of information. FINK is to be designed in a modular and scalable way so that further funding programmes, data sources and technical requirements can be integrated step by step. The system is intended to improve the BfN's cross-programme funding management, reduce the effort for manual data merging and create a reliable basis for evaluating the use of funds, the achievement of targets and the effects of supported nature conservation and climate protection measures.

Tactics

When this buyer has awarded in this sector, there was usually a single bid in the end. A solid bid has a real chance here. (Based on 13 completed awards — not a statement about this procedure.)

This procedure allows 48 days between publication and deadline — typical in this country is 32 (median of 20,496 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
