Selection of the operator for the management of the sorting facility for collected waste in Slavonski Brod

After the sorting process, the extracted fraction will be handed over to authorised reprocessors and recoverers, which will increase the utilisation of secondary raw materials and the efficiency of the waste management system. Within the subject of procurement, the operator is obliged to ensure regular and preventive maintenance of the plant, servicing of equipment, purchase of necessary spare and consumable parts, training of employees for safe operation and development and application of operating and maintenance instructions for equipment approved by the Client. The operator of the sorting plant is responsible for the organization of the operation of the plant, the management of the technological process of sorting, the coordination of employees, the keeping of prescribed records and reports, the maintenance of the plant and equipment and the organization of placement of separated secondary raw materials. It is also obliged to ensure the implementation of all contractual obligations, occupational safety measures, environmental protection and other obligations laid down in the applicable legislation. The estimated value of the procurement for a period of five (5) years is EUR 1,075,000.00 excluding VAT, i.e. a maximum of EUR 215,000.00 per year. This amount represents the maximum compensation that the Client can pay to cover the difference between the eligible costs and the revenues generated by the management of Sortirnica, assuming a minimum input quantity of approximately 3,200 t/y and a separation efficiency of 60%, i.e. the achievement of a target quantity of at least 1,917 t/y of waste prepared for recycling. The operating fee (gate fee) for quantities of separately collected waste up to 3,200 t/yr, taken from users, is EUR 0,00/t, with the obligation to achieve a minimum quantity of 1,917 t/yr of waste prepared for recycling. For quantities exceeding this threshold, the operator may propose an operating fee in accordance with the actual costs of waste treatment, subject to the prior written approval of the Contracting Authority. The Contracting Authority's fee is intended exclusively to cover the reasonable costs of managing Sortirnica, including staff costs, overheads and plant maintenance costs. The fee will be paid in proportion to the results achieved, i.e. the quantities of waste prepared for recycling. The operator of Sortirnica is obliged to achieve the target amount of at least 1.917 t/y of waste prepared for recycling. If after the first full calendar year of operation the target amount of waste prepared for recycling of at least 1.917 t/y is not met, the Client reserves the right to terminate the contract with 31 January of the following calendar year. For the purpose of carrying out this procurement procedure for the renovation, the contracting authority obtained the Technical Documentation (Annex 1) or the Requests of the contracting authority for the service of selecting the operator for the operation of the Sorting Plant for separately collected waste of the City of Slavonski Brod. A detailed description of the service and the obligations of the sorting plant manager can be found in Annex 1, therefore tenderers are obliged to offer the subject matter of the procurement in accordance with the Technical Specifications, the Costs Register, the proposal for a procurement contract and all the prescribed conditions and requirements set out in this Documentation and the accompanying annexes.
