The purpose of this contract is to provide Société Publique Locale Gestion des Assets et Support à la Mobilité Hauts-de-France with project management assistance (AMO) in the rail sector for the provision of intellectual services: technical assistance, studies and advice. This AMO will enable the SPL to ensure the operational implementation of its tasks. · The Hauts-de-France Region owns a fleet of rolling stock in order to enable the regional public passenger rail transport service to be carried out. … accordance with the terms set out in the public service delegation contract binding it to the Hauts-de-France Region, on the one hand, and in a supply contract (CMAD) binding it to SPL GAAM HDF and the Region, on the other. In its role as asset manager, SPL GAAM HDF must retain the asset and technical value of the assets entrusted to it under management and which it makes available to the Railway Operators. As such, it has a right (and duty) to monitor the use of assets. It also intervenes, as part of its general duty to provide advice and alert, in support of the Hauts-de-France Region, to define the strategy for the acquisition, modernisation, restoration to potential and end-of-life of rolling stock. The purpose of this lot is to provide the Public Purchaser with project management assistance on the technical aspects of carrying out studies on rolling stock intended for passenger transport. The services cover, in particular, the identification and formalisation of needs, the management of the equipment’s life cycle, the definition and monitoring of major maintenance programmes (levels 4 and 5 within the meaning of standard NF X60-000), and the development of end-of-life management strategies for the equipment. Without this list being exhaustive, the Lot 1 Holder may be required to carry out interventions with the SPL GAAM HDF in order to: • Provide technical expertise in the fields of engineering, maintenance and asset management of rolling stock; • Support the SPL in defining and implementing its asset management strategy for rolling stock throughout its life cycle; • Assist the SPL in the technical, economic and operational analysis of its rolling stock in order to optimise its availability, reliability, maintainability and overall cost of ownership; • Evaluate and optimise the operating, maintenance, renovation, modernisation and investment costs of rolling stock; • Assist the SPL in the procedures for transferring ownership of rolling stock and in the organisation of associated heritage data; • provide expertise on on-board systems (command and control, signalling, ETCS/ERTMS, KVB, ground-to-board communication, passenger information, video surveillance, on-board diagnostics, etc.) and on the impact of technological and regulatory developments on rolling stock; • Analyse the consequences of regulatory, normative and technical developments (TSI, railway safety, cybersecurity, accessibility, environment, marketing authorisations, etc.) on the heritage strategy and life cycle costs of rolling stock; • Contribute to strengthening the SPL GAAM HDF's expertise in rolling stock, maintenance, asset management and

Tactics

When contracts were awarded in this country and sector, usually about 3 bids came in. A normal field for this market. (Based on 3,277 completed awards — not a statement about this procedure.)

This procedure allows 39 days between publication and deadline — typical in this country is 32 (median of 12,485 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In France · Transport services, 150 contracts went to foreign companies over the last 3 years (of 3,736 recorded awards) — mostly from Germany, Italy, Belgium.

Submission language: French.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
