The Contracting Authority/Beneficiary does not require any particular technology, construction method or on-site treatment/disposal process. Tenderers may propose any technical solution (in-situ treatment with their own facilities, transport and disposal in authorised external treatment plants, etc.), provided that it is fully legal and guarantees the complete and safe disposal of incoming volumes of leachate through the meter. … (soil/river): The quality parameters of the discharged water shall be in full compliance with Regulation NTPA-001. • Secondary waste management: If the proposed technology generates concentrated by-products or hazardous sludge, the Bidder is directly responsible for their collection, transport and final disposal to authorized operators, according to the legislation on the waste regime.Transport from the place of collection to the final destination, will be done in strict compliance with hygiene and safety rules, in order to protect staff and the population and in accordance with the provisions of GD no. 1.061/2008 on the transport of hazardous and non-hazardous waste on the territory of Romania. Any economic operator has the right to request clarifications or additional information, signed with the extended electronic signature, only through SEAP, no later than 16 days before the deadline for submission of tenders. To the extent that requests for clarifications or additional information have been addressed within the above deadline, the contracting authority's replies will be published in SEAP 10 days before the deadline for submission of tenders. · By awarding this contract, it is intended to contract leachate management services from Pata Rât Landfill, including its disposal.
