Tactics

When this buyer has awarded in this sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 4 completed awards — not a statement about this procedure.)

This procedure allows 43 days between publication and deadline — typical in this country is 32 (median of 12,234 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In France · Financial & insurance services, 140 contracts went to foreign companies over the last 3 years (of 7,289 recorded awards) — mostly from Germany, Spain, Italy.

Submission language: French.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
