What the buyer is looking for
The payroll administration is currently outsourced to an external party, which carries out this work for approximately 10 to 12 hours per week and, if necessary, ad hoc consultancy services. This party is responsible for the periodic salary processing and related activities as described in Annex F – Activities. The personnel administration is housed within team HR, part of the HR & Organisation Development department and is carried out by three part-time employees. They are responsible for supplying, controlling and processing various personnel changes. The AFAS system has been in operation since January 2023. A large part of the HR and salary processes is set up through workflows within this system. This ensures a structured and digitized working method, but also requires specific system knowledge and support. This contract is a framework contract with a total estimated value of € 203,000,- excluding VAT for the entire duration of the 4-year contract (including renewal options).

This procedure allows 75 days between publication and deadline — typical in this country is 48 (median of 2,911 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
