Vergleichbar sind Referenzen, deren Gegenstand dem Ausschreibungsgegenstand zumindest nahekommt. Die Referenzen müssen im technischen oder organisatorischen Bereich einen gleich hohen oder höheren Schwierigkeitsgrad aufweisen und einen tragfähigen Rückschluss auf die Leistungsfähigkeit des Bieters für die ausgeschriebene Leistung ermöglichen.
