The scope of the contract is described as a framework agreement for the delivery of office supplies and related consumables to twelve specified Hessian universities (THM, Universität Marburg, JLU Gießen, Universität Kassel, Hochschule Fulda, TU Darmstadt, Hochschule Darmstadt, Hochschule Geisenheim, Goethe‑Universität Frankfurt, Hochschule Rhein‑Main, HfMDK Frankfurt, Frankfurt UAS).

The bidder must maintain a sufficient Betriebshaftpflicht for the entire contract duration, with minimum coverage of 3,000,000 € for personal injury and 1,000,000 € for property and financial losses per claim (§ 14(5)); negligent damages are otherwise capped at lower amounts (§ 14(3)).
The framework contract includes detailed rules on termination for cause and partial termination (§ 4, § 16), including extraordinary termination in case of serious breaches (e.g. violation of HVTG minimum wage, EU sanctions, or contract obligations) and support duties in the transition to a successor supplier.

Questions on the tender must be submitted by 27.08.2026 at the latest; offers may be withdrawn electronically via DTVP until the end of the submission period.

Likewise, when generic VOL/B or 635 provisions are supplemented or modified by stricter requirements in the Rahmenvertrag (e.g. specific minimum insurance sums, WPS‑exclusive ordering, prohibition of additional catalogue items, sustainability obligations), the Framework Agreement clauses apply because of their higher rank.
The Bewerbungsbedingungen 632_EU also clarify that bidders must promptly notify the contracting authority of any perceived ambiguities or errors before bid submission; in case of doubt, the contracting authority’s formal clarifications and the specified document hierarchy determine which statements ultimately apply.
