… i.e. activities in buildings that were built or fundamentally modernised between about 1960 and 1995, are examined. This procurement concerns an open-house contract, the subject of which is the commissioning of specialist refurbishers. It is an open-house procedure, i.e. not a classic procurement procedure under the procurement law regulations, in particular the 4th part of the GWB as well as the VgV and the VOB/A , in which the contracting authority is responsible for the selection of the contractor.
