Your path to submission
- Deadline for requests to participate: 30 August 2030 — 1399 days left. Two-stage procedure: by this deadline you submit a request to participate (proof of eligibility). Only shortlisted firms are then invited to submit a tender. The source says 00:00 on the following day, i.e. midnight at the end of this day. That is why we show this day — as in the search and the morning edition.
- You submit on PLACSP — Plataforma de Contratación del Sector Público — not here and not by e-mail. ↗ Submission via the Plataforma de Contratación (PLACSP): registration plus a recognised digital certificate / eIDAS signature — as an EU bidder, arrange this early; it typically takes days. Sort out account and signature first — not on submission day.
- Collect your evidence — use the eligibility analysis on this page: it lists the requirements and, for known certificates, how to get them.

Sistema Dinámico de Adquisición de suministros agropecuarios de la Diputación de Cáceres
The input text concerns the establishment of a fully electronic Sistema Dinámico de Adquisición (SDA) for recurrent agro‑livestock and nursery supplies for the provincial farms “Haza de la Concepción” and “El Cuartillo” and the provincial nursery, all owned by the Diputación Provincial de Cáceres.
It is clearly situated in the Spanish public procurement framework, referring extensively to the Ley 9/2017 de Contratos del Sector Público (LCSP) and Spanish administrative and budgetary rules.
No other countries are mentioned; the point of view is that of a Spanish contracting authority applying national law and, where noted, EU Directive 2014/24/EU.
Such as in the introductory and justification sections, the documents explain that the SDA is chosen because the needed supplies are recurrent, heterogeneous and generally available on the market.
The scope covers fungible and replacement goods needed for agricultural campaigns, animal health, traceability and facility maintenance: seeds and sowing materials, plants and nursery products, greenhouse inputs, substrates, fertilizers, plant nutrition and protection products, veterinary products, water hygienization materials, paints and utensils, hardware consumables and spares, passport/ID printing material, land regularization materials, livestock-related fabricated products and animal identifiers.
These are organized into 14 categories (lotes) with specific CPV codes and estimated values, for a total estimated system value of 525,200 € (VAT excluded), with execution from 01/09/2026 to 31/08/2030, without prorogation, and deliveries at the provincial farms in Malpartida de Plasencia and Cáceres.
The texts stress that this 525,200 € is only a maximum estimate and not a guaranteed minimum, and that each specific contract will have its own budget and tax rate.
Such as in the participation and solvency sections, the bidder’s obligations focus on submitting electronic requests for admission via the Diputación’s contracting portal within a 30‑day period from publication, and later electronic offers for each specific contract.
Minimum economic and financial solvency is defined per category: the best of the last three financial years must show a turnover at least 25% of the estimated value of the category (e.g. 15,000 € for seeds, 25,000 € for plants, down to 1,500 € for animal identifiers).
This turnover is accredited by approved and filed annual accounts, or, for non‑registered individuals, by legalized inventory and annual accounts; alternatively by AEAT certificates or IVA model 390 summaries where justified.
Technical/professional solvency requires, for each category applied for, a list of at least one similar supply in the last three years, with amount, date and client, and with an annual accumulated amount in the peak year at least 70% of the category’s annual average value (e.g. 10,500 € for seeds, 17,500 € for plants, etc.).
Causes for exclusion include grave professional misconduct as defined in articles 70 and following LCSP.

Such as in the award criteria sections, the SDA is structured so that for each specific contract the contracting authority invites the admitted firms in the relevant category and evaluates offers based on a plurality of criteria, always including price.
Price is compulsory and has a minimum weight of 70 out of 100 points; it is evaluated with a proportional formula P = (maximum score in that contract) × (lowest bid / bidder’s bid).
Optional qualitative criteria, usually given 10 points each (thus reaching a pattern 70–10–10–10), are reduction of delivery time, extension of guarantee period, and quality of after‑sales service.
The documents explain that for each specific contract the authority must concretely define base delivery time, minimum and maximum evaluable limits, guarantee scope and duration, and measurable after‑sales commitments (response times, replacement times, channels and schedules, management of returns, spare parts availability), ensuring transparent, objective and verifiable assessment.
Such as in the risk and special conditions passages, the SDA entails that each specific contract will be paid in full after performance, via electronic invoice submitted through FACE and bank transfer, and that all communication and tendering is electronic under a restricted procedure framework per art. 224 LCSP.
A special environmental execution condition under art. 202 LCSP requires grouped deliveries to minimize trips, preferential use of reusable or recyclable packaging, and withdrawal and proper management of packaging and certain residues (e.g. empty nutrition/protection containers, identifiers, plastic packaging), with potential penalties for non‑compliance described as to be set in the administrative clauses.
The system itself does not foresee modifications, prorogations, or a minimum purchase commitment; risk of fluctuating demand and strict linkage of spending to actual orders is explicitly indicated.
References are made to standard LCSP rules on assignment and subcontracting, social and labour obligations, and on the contracting authority’s powers to interpret, modify for public interest, suspend or terminate contracts and declare contractor responsibility.
Such as in the concluding and resolution sections, the texts insist that the SDA is fully aligned with LCSP principles of transparency, competition and efficiency, and is subject to Spanish remedies: the approval resolution closes the administrative route and indicates the possibility of reposición appeal or contentious‑administrative appeal, and the system is also subject to the special procurement appeal of art. 44 LCSP.
The documents cross‑reference one another (needs report, justification report, administrative clauses, technical prescriptions and the publication notice) and emphasize that intervention’s fiscalization observations of 14/08/2026 have been incorporated.
Only the contracting authority's tender documents are binding. As of: 21/10/2026

Tactics
When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 1,597 completed awards — not a statement about this procedure.)
This procedure allows 1421 days between publication and deadline — typical in this country is 27 (median of 7,300 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
Foreign bidders
In Spain · Agriculture & farming, 10 contracts went to foreign companies over the last 3 years (of 11,252 recorded awards).
