Your path to submission
- Deadline for requests to participate: 31 December at 23:59 — 61 days left. Two-stage procedure: by this deadline you submit a request to participate (proof of eligibility). Only shortlisted firms are then invited to submit a tender.
- You submit on PLACSP — Plataforma de Contratación del Sector Público — not here and not by e-mail. ↗ Submission via the Plataforma de Contratación (PLACSP): registration plus a recognised digital certificate / eIDAS signature — as an EU bidder, arrange this early; it typically takes days. Sort out account and signature first — not on submission day.
- Collect your evidence — use the eligibility analysis on this page: it lists the requirements and, for known certificates, how to get them.

Dynamic system of acquisition of printing services and publications of the Provincial Council of Pontevedra
The text deals with the regulation of a dynamic system of acquisition (SDA) to contract services of design, layout, printing, binding and distribution of publications and informative elements for the Provincial Council of Pontevedra.
Everything is clearly within the framework of Spanish public procurement, with constant references to Law 9/2017 on Public Sector Contracts (LCSP), Spanish regulations and the Administrative Court of Public Procurement of the Autonomous Community of Galicia.
The perspective of other countries is not mentioned; the point of view is exclusively that of the Spanish administration (Deputation of Pontevedra and state/regional regulations of Spain).
As regards what the tenderer must submit and the minimum aptitude and solvency requirements, the specifications require, as indicated, an application for membership of the DPS (model in Annex I), a self-declaration or European Single Procurement Document (ESPD), and, for participation in each specific call for tenders, a “single envelope” with the economic proposal model (Annex II) and the planned subcontracting information.
In addition, economic and financial solvency requirements are established based on annual turnover (e.g. at least €15 000 for category I and €60 000 for category II) and technical solvency by listing similar main services in the last three years with minimum amounts (e.g. €7 000 for category I, €28 000 for category II), attested by public or private customer certificates.
As indicated, if the company has 50 or more workers, it must have an equality plan in accordance with Organic Law 3/2007 and must guarantee wage parity; obligations regarding data protection, use of servers and declaration on their location are foreseen, and additional documentation is foreseen to verify social and work commitments (lists of personnel assigned to the contract, Social Security reports, working conditions compared to the collective agreement).
With regard to the scope of the contract (object, quantities, place and term), the SDA regulates the procurement of printing services and related works, divided into four categories that combine design, layout, pre-press, printing, binding and distribution, referring to CPV codes of printing and binding services.
The system has a duration defined in the special clauses, and each specific contract will have its own execution period indicated in the technical documentation of the invitation (with total and partial deadlines).
As described, the work process for publications includes receipt of originals, design, successive tests, final printing, delivery of copies and delivery of all final files.
The service is carried out mainly in relation to the Provincial Council of Pontevedra (delivery of evidence and copies at its headquarters or at places indicated by it), and invitations to specific tender will specify for each case the detailed object (type of publication), quantities of copies and place of execution.
The system provides that companies can join at any time, with periodic evaluation of new applications and renewal of documentation throughout the term of the SDA.

With regard to award criteria and their weighting, the text states that proposals are evaluated on a maximum of 100 points, using criteria that can be evaluated using formulas.
Thus, it is indicated that the price / economic offer has a minimum weighting of 50 points and a maximum of 100; the reduction of the delivery time can be weighted between 0 and 50 points; and improvements and adaptation to technical characteristics also between 0 and 50 points, so that the specific configuration will be defined in each specific contract.
It is mentioned that the price valuation formula is in Annex IV and that the best price-quality ratio is sought, with special attention to the fact that the abnormal decrease is determined only by the price criterion.
In addition, there are tie-breaking criteria, such as giving preference to companies with a percentage of workers with disabilities above the legal minimum, attested by contracts and contribution documents, and, if the tie persists, conducting a draw.
It is underlined that tenders presumed to be abnormally low may be excluded from classification, following the interpretation of the Madrid Administrative Tribunal for Public Procurement.
Penalties are foreseen for delay (€0.60 per €1,000 of the contract price per day of delay, with the power to terminate the contract when the penalties reach multiples of 5%) and for partial or defective non-compliance (minor fouls up to 4%, serious fouls up to 6%, very serious fouls up to 8%, and up to 10% of the contract price for non-compliance with special or essential conditions).
In addition, it is expressly noted that the Galician version of the specifications is the only official version, while the Spanish version comes from an automatic translation and may contain errors; in the event of any contradiction, the Galician version signed electronically prevails.
Such clarifications serve, for example, to resolve which text is applicable if the tenderer detects differences between languages or between forms and telematic fields, ensuring legal certainty as to which document has contractual value.
Only the contracting authority's tender documents are binding. As of: 20/10/2026
