What the buyer is looking for
The aim of the service contract is to supplement the various key figures of the five scientific organizations (German Research Foundation, Max Planck Society, Fraunhofer Society, Leibniz Association, Helmholtz Association) collected via the monitoring of the Pact for Research and Innovation (PFI) by a standardized comparison with international comparison organizations on the basis of selected indicators. The five science organizations are not related to each other, but to their international peers, who pursue similar missions but work under different framework conditions. To this end, a study will be carried out in addition to the PFI monitoring in 2027, which will collect, explain and interpret the corresponding indicators for the five organisations as well as for selected international comparison organisations. The study is expected to build on the corresponding 2023 pilot study to ensure comparability.
