What the buyer is looking for

The German Space Agency at DLR operates the CODE-DE-Lab data platform on behalf of the Federal Ministry of Transport and the Federal Ministry of Research, Technology and Space, which enables users in Germany to research, obtain and process data from the field of Earth observation (EO). Public authorities and scientific institutions have free processing quotas for the latter. CODE-DE-Lab provides access to Copernicus program data, various national and commercial missions, and other data products. The data can be processed with different tools in different complexity. CODE-DE-Lab is an important basis for the official and scientific use of EO data in Germany. Over the next few years, various aspects of the provision and processing of PO data will be subject to significant changes. Data volumes will increase significantly, in particular as a result of the expansion of the Copernicus…

… programme, which will also result in changes to the corresponding data modalities and relevant frameworks for providing the data. With increasing amounts of data, there are correspondingly additional needs for the required hardware. The further increase in the use of AI methods also places additional demands on the scope and design of the hardware required for the provision and processing of PO infrastructures. At the same time, the needs of PO data users are also subject to dynamics; there is an increased use of data on the one hand and a diversification of users on the other. The use of PO data is necessary for an increasing number of administrative tasks; At the same time, PO data remains an important basis for environmental research. The amount of data required is constantly increasing. In addition to large scientific institutions and federal authorities, more and more institutions of the federal states and municipalities as well as smaller research projects also used PO data. CODE-DE-Lab as a national central platform for the use of PO data is currently financed by two federal ministries, but other operating and financing concepts are also conceivable. For an early, targeted design of the future EO data infrastructures in Germany, the German Space Agency at DLR needs comprehensive and detailed information on the basis of the dynamics described. The aim of the EODATA30+ project is therefore to develop scenarios for the provision and processing of Earth observation data in Germany from 2030 onwards. The project is divided into six aspects: (1) Analysis of the current platform CODE-DE-Lab and the current operating concept, (2) stakeholder analysis and needs assessment, (3) recording, analysis and evaluation of further development needs, (4) market exploration, (5) derivation of scenarios and operating models, (6) final evaluation and derivation of recommendations for action. Together with the coordination and management of the project and the cooperation with the client, the six investigation aspects represent the eight work packages of the EO DATA30+ project. For the implementation of the project, the potential contractors will have knowledge and experience in working with PO data as well as in the design and provision of data provision and processing infrastructures. Understanding of the requirements and needs of public authorities and scientific institutions is also required. Within EODATA30+, close and regular cooperation with the client is required.

Tactics

When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 22,062 completed awards — not a statement about this procedure.)

This procedure allows 40 days between publication and deadline — typical in this country is 32 (median of 20,071 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In Germany · IT services, 597 contracts went to foreign companies over the last 3 years (of 22,964 recorded awards) — mostly from Switzerland, Netherlands, Austria.
