Public tender for lighting supplies for Viva For Life 2026–2027 (RTBF, Belgium)

The input text concerns a Belgian public procurement procedure launched by RTBF (Radio-Télévision Belge de la Communauté française) for the “Fournitures d’éclairage pour Viva For Life 2026 et 2027”.

It is a market for supplies (lighting equipment and related services) governed explicitly by Belgian law on public contracts and by EU-related regulations (e.g.

RGPD/GDPR, ILO conventions), with the Belgian legal and administrative framework (LOI, AR PASSATION, AR RGE, LOI RECOURS) as the point of view.

The event takes place in Belgium, and references to Belgian authorities (SPF Justice, Statbel, tribunaux de Bruxelles) confirm that the governing country is Belgium.

The text specifies in detail what bidders must submit and the minimum qualification requirements.

Such as: the offer must cover the entire market (no lots) and be drawn up in French, in both non-convertible (.pdf) and convertible (.doc/.xls) formats, including a detailed price offer, the Excel inventory, annexes linked to specific paragraphs of the specifications, and all technical documentation.

The report of deposit must bear a qualified electronic signature via the BOSA e-Procurement platform, by a person legally empowered; in case of a group of economic operators, each member signs and provides proof of signing authority.

For exclusion grounds, Belgian operators rely mainly on implicit declarations on honour for social/tax debts and optional exclusions, and an extract from the criminal record for mandatory exclusions; foreign operators must provide specific certificates (criminal record, tax/social certificates, non-bankruptcy) as identified via e-Certis.

Minimum economic and financial capacity is defined as a sectoral turnover of at least 160,000 EUR per year for the last three available financial years, proven by a turnover declaration attached to the offer.

The scope of the contract is clearly delimited in time, place, and type of supplies.

Such as: it is a single-lot supply contract for lighting for Viva For Life 2026 (with a possible reconduction for 2027), covering studio, stage, DJ riser, public square, touring elements, “défis place”, network, and personnel/transport (referenced in the technical prescriptions, Title II, parts 1–8).

Show all 36 statements

The 2026 event runs from 17 to 23 December 2026, while the supplies must be made available from 9 to 26 December 2026.

The market may be reconducted for 2027 if RTBF communicates the dates by email; without such communication, no reconduction occurs.

Quantities in the inventory are indicative and non-binding; payment will be based on quantities actually ordered and implemented, under a unit-price schedule (marché à bordereau de prix), with all ancillary costs (transport, insurance, installation, documentation, training) included in the unit prices.

Award criteria and their weighting are precisely defined.

Such as: the contract is awarded to the economically most advantageous tender based on two criteria: price (60 points) and the overall technical value of the offer (40 points).

Price scoring is calculated according to a rule of three, comparing each bid to the lowest bid (lowest offer / considered offer * 60), VAT included.

The technical value is scored via an assessment of the equipment’s quality and characteristics (equivalence to brands/references in the specs, luminous power, CRI, energy consumption, beam angle, IP rating, functionalities) and the relevance/coherence of the proposed solution and its implementation.

Bidders must submit a maximum 20-page explanatory note with technical data sheets, detailing materials and implementation modalities; this note is graded on qualitative levels (excellent, très bien, bien, etc.), converted to a percentage and then to points.

Only regular offers (or those with non-substantial irregularities) after any negotiations/BAFO are evaluated against these criteria.

Risks and special conditions are extensively addressed in the execution clauses.

Such as: the offer must remain valid for 180 days from the deadline for receipt.

There is no financial bond (cautionnement), but the contractor must take out mandatory insurance (work accidents, civil liability towards third parties) and prove coverage within 30 days of contract conclusion and upon request.

Subcontracting is allowed only for declared parts and named subcontractors who themselves must not be in exclusion situations; any change of subcontractor requires a motivated request and prior written approval.

The RTBF reserves wide powers: verification of prices and costs, onsite inspections, refusal of non-conforming supplies, and application of penalties.

General daily penalties of 0.02% (with minimum and maximum amounts) can be imposed to immediately remedy defaults, and delay fines are set at 0.1% per day of delay, capped at 7.5% of the value of the late supplies.

The contract is subject to Belgian law and the exclusive jurisdiction of the Brussels courts.

Special clauses cover price revision (linked to consumer price index and tax changes), circumstances of force majeure, rebalancing in case of unforeseeable events (at least 15% impact), suspensions ordered by the adjudicator, confidentiality, data security, health and safety (including non-smoking, ban on alcohol/drugs, RGPT, ILO conventions), data protection (RGPD), and a strict requirement that staff and the nominated point of contact speak French.

Site-related risk management includes mandatory start-up meetings before any work on RTBF sites; no performance can start without such a meeting.

Contradictions or corrections within the documents are handled through a clear hierarchy and rectification mechanism.

Such as: if there is a contradiction between market documents, the following order prevails: (1) technical clauses of the specifications, (2) administrative clauses, (3) the inventory, (4) other annexes.

In case a contradiction remains unresolved by this hierarchy, the bidder must immediately inform the adjudicator and, in any case, before submitting the offer, so that a corrective communication can be issued (possibly with an extension of the submission deadline).

After the final deadline for offers (possibly extended), bidders can no longer invoke errors or omissions in the documents, nor defects in their own offers.

Additionally, if divergences emerge during execution between the contractor’s offer and the specifications, the latter prevail.

This clarifies which statement applies whenever there is conflicting wording: the technical clauses first, then administrative, then inventory, subject always to prior written rectification by RTBF before submission.

References and certificates from your home country count fully across the EU — that is what European procurement law is for.
Too big for you alone? Consortium or reliance on capacity: a partner's references and turnover count (Art. 63 Dir. 2014/24) — cross-border too.

Tactics

When contracts were awarded in this country and sector, usually about 3 bids came in. A normal field for this market. (Based on 249 completed awards — not a statement about this procedure.)

This procedure allows 17 days between publication and deadline — typical in this country is 34 (median of 3,233 procedures). Much tighter than usual: the first week counts.

Foreign bidders

In Belgium · Electrical machinery, 90 contracts went to foreign companies over the last 3 years (of 423 recorded awards) — mostly from France, Germany, Netherlands.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
