Framework agreement for editorial and creative support to the AU‑EU Health Partnership
The input text consists of the tender specifications for a Belgian public service contract launched by Enabel, the Belgian development agency, to support the AU‑EU Health Partnership with editorial and creative communication services.
It is written from the point of view of a Belgian contracting authority applying Belgian public procurement law (Law of 17 June 2016 and Royal Decrees), but references the European Union (EU) framework, missions in Africa and Europe, and VAT rules for Belgian, EU and non‑EU service providers.
Such as in the introductory sections, the text explains that this is a service contract set up as a framework agreement with a single economic operator, covering editorial, creative, communication and dissemination services for AU‑EU Health Partnership knowledge products.
The contract is not divided into lots, must ensure integrated and coherent delivery of communication outputs, and is governed by Belgian law and the General Implementing Rules (GIR) with some derogations.
It clarifies that the framework starts upon award notification, runs until 30 June 2029, and in any case may not exceed four years.
Quantities are indicative; orders will be placed through order forms and purchase orders for specific assignments.
Regarding what the bidder must submit and minimum qualification requirements, the text specifies mandatory forms and documents: identification form, tender form – prices, and the declaration on honour regarding exclusion grounds, all in English, French or Dutch and using the provided templates.
Where the tender is submitted by a consortium, each participant must submit its own identification form, declaration, statutes and powers of attorney plus an association agreement naming the representative.
In addition, bidders must attach all documents required for qualitative selection and award criteria, detailed price breakdown per item (with taxes), and statutes/power of attorney.
Technical and professional aptitude is evidenced through at least three comparable service contracts (each ≥ EUR 10,000, completed or ongoing in the past three years), collectively demonstrating strategic communication, editorial/graphic/audio‑visual production, and work in international/multicultural environments; at least one reference must be for an international organisation, public institution, donor‑funded programme or development project.
Tenderers must also submit CVs and supporting documents for the proposed team and a portfolio of representative deliverables.
On scope, quantities, place of performance and period, the contract covers an indicative, non‑exhaustive list of communication deliverables (such as short videos, stories, information sheets, social media carousels, report designs, multimedia missions) listed in the Tender form – Prices.
Show all 29 statements
Unit prices are fixed lump sums; reported quantities are purely indicative and create no commitment.
The overall budget for subsequent contracts under the framework is capped at EUR 216,000 excluding VAT; the framework ends once this ceiling is reached even if time remains, and no minimum order volume is guaranteed.
Services are primarily performed remotely from the provider’s domicile or country of residence, but missions can be required in Africa and Europe; Enabel reimburses pre‑approved international economy‑class travel to assignment locations (no local transport or travel for locally‑based consultants).
Award criteria and weighting are detailed explicitly.
The most economically advantageous tender is selected based on three criteria: Methodology (30%), Expertise (40%) and Price (30%).
Methodology includes a required 2‑page technical note (20%) describing how technical content will be turned into high‑quality editorial/creative outputs, team organisation, multilingual/multimedia capacity, empathy and cultural sensitivity, plus a maximum 6‑page schedule (10%) showing realistic timelines and workflow with at least two revision rounds per deliverable.
Expertise is broken into sub‑criteria for the proposed team (20%), experience and portfolio (15%), and coordination/multilingual capacity (5).
Price scoring is proportional: the lowest total price (sum of inventory item prices, including VAT) gets full 30 points; others are scored using B = [P(lowest)/P(bid)] × Z. The procedure is a direct negotiated procedure with prior publication; the contracting authority may negotiate and then request BAFOs, but minimum requirements and award criteria are not negotiable.
Risks and special conditions include several elements such as fines, liability, guarantees, subcontracting, validity and questions.
Tenders are valid for 90 days from the reception deadline, and must be submitted electronically via the Belgian e‑Procurement platform by 6 November 2026 at 11:00 CET; paper, mail or email submissions are rejected.
Questions can be asked via the e‑Procurement Forum until the 10th day before the submission deadline; clarifications or amendments will be published no later than seven days before the deadline, and tenderers must take these corrections into account.
No variants or free options are allowed; prices must be in EUR and are not revisable (no price revision clause).
No performance bond is required, but the GIR mechanisms on failure of performance, fines for delay (0.1% per day up to 7.5%, possibly up to 10% if deadlines were an award criterion), and measures as of right (including termination and replacement contracts at the provider’s expense) apply.
The provider bears full liability for errors, deficiencies and third‑party claims, including IP‑related costs (patents, licences, copyrights) and any damages due to delays or non‑performance.
Subcontractors and capacity‑providing entities are allowed but must meet exclusion and selection criteria and provide commitments; they may be used to replace the initial provider through a contract for account if the latter fails.
Clarifications and amendments issued before the deadline are explicitly binding, and tenderers are instructed to consult them.
Where a derogation from the GIR exists, it is expressly noted (such as replacement of the service provider and prohibition of price revision).
Only the contracting authority's tender documents are binding. As of: 25/10/2026
