What the portal requires — at a glance

The process, step by step

1. Search and download without an account
   Notices and tender documents are readable and downloadable on all marketplaces without registration.
2. Register once
   Form with company data, confirmation e-mail, first login. One company account per firm; the first user is administrator and adds others. DTVP accounts also work for Lower Saxony and evergabe-mv.de.
3. Get unlocked for the procedure
   File a Freischaltungsantrag in the procedure (or accept the buyer's invitation). Only then does the project room open, and only the requesting user receives notifications.
4. Read the project room
   Check the procedure data: deadlines and above all the submission method (text form, cover sheet, signature). Download the documents marked as to be completed by the company; they are mandatory.
5. Ask questions
   Module Kommunikation → outgoing messages, attachments allowed. Answers appear under incoming messages.
6. Prepare the bid
   For text form, web-based in the browser (basic data → prices/lots → your documents → summary). Where a signature is required, in the desktop Bietertool (Windows/macOS/Linux, install days ahead).
7. Submit
   Checklist, enter the text-form data under § 126b BGB or sign with certificate/card, log in, transmit with progress bar.
8. Keep the confirmation
   Status erfolgreich abgegeben, the submission protocol downloads automatically. Withdrawal is possible until the deadline.

Where bidders fail

• Submission by e-mail is invalid, it does not suffice and usually leads to exclusion. Only submission through the tool or the browser counts.
• Only a completed upload before the deadline counts: install the Bietertool days ahead, submit the day before.
• Large brochures and scans slow the upload; DTVP caps at 500 MB.
• The signature level is set per procedure in the procedure data; advanced or qualified signature needs the desktop tool plus certificate or card reader.
• Registration e-mails land in spam or are blocked by corporate IT; use a general company mailbox.
