Dynamic Purchasing System for Sequencing Services for Human-Derived Biological Samples The contracting authority establishes a Dynamic Purchasing System for sequencing services for human-derived biological samples. All suppliers meeting the suitability requirements will be admitted to the system. Individual procurements will be conducted through mini-competitions within the DPS. The procedure is fully electronic. This Dynamic Purchasing System covers sequencing and associated laboratory and bioinformatics services for human-derived biological samples. The DPS is platform-agnostic and includes services performed using commercially available sequencing, enrichment, and single-cell analysis technologies, such as but not limited to: Sequencing modalities Whole Genome Sequencing (WGS), Whole Exome Sequencing (WES) Targeted DNA and RNA sequencing (custom and standardized panels) RNA-seq (bulk), single-cell and single-nucleus RNA-seq ATAC-seq (bulk), single-cell and single-nucleus ATAC-seq ChIP-seq and chromatin-state profiling Hi-C and related genome conformation assays Sequencing platforms (non-exhaustive, non-binding examples) -Short-read sequencing platforms, including optical- and chemistry-based systems -Long-read sequencing platforms, including single-molecule real-time and nanopore-based systems -Capillary electrophoresis Sanger sequencing systems (e.g., platforms commonly represented by ABI 3730/3500 series or equivalent) -Two-color and novel chemistry short-read platforms (e.g., platforms comparable to AVITI or equivalent) Single-cell and enrichment systems (non-binding examples) -Microfluidics- and droplet-based single-cell workflows (e.g., platforms comparable to 10x Genomics Chromium or equivalent) -Hybrid capture and target enrichment kits/workflows (e.g., systems comparable to Twist Bioscience target capture or equivalent) The DPS also covers: -Sample reception, QC, and nucleic acid preparation -Library preparation and enrichment -Sequencing execution -Primary, secondary, and optional tertiary bioinformatics analysis -Secure data delivery and optional data archiving All platforms and workflows offered must be commercially validated, reproducible, and compliant with biosafety and data protection requirements for human-derived materials. Dynamic Purchasing System (DPS) Operating Model A Dynamic Purchasing System (DPS) is an entirely electronic procurement framework used to purchase goods, services, or works that are commonly available on the market. Unlike a traditional framework agreement, the DPS remains open for new suppliers to join at any time during its validity, as long as they meet the selection criteria. How the DPS Works: 1. Establishment of the DPS The contracting authority defines the procurement scope, requirements, and supplier qualification criteria. A contract notice is published, and the DPS is set up as an electronic system (e.g., in an e-procurement platform). No suppliers or prices are selected at this stage—only the system is created. 2. Supplier Admission Suppliers can apply to join the DPS at any point while the system is active. They submit evidence that they meet the predefined eligibility and capability requirements. Once verified, they are admitted to the DPS supplier pool. 3. Call-Off (Mini-Competition) Procedure When a specific need arises, the contracting authority: Defines the requirements for that individual procurement and Invites suppliers under the DPS to submit bids. A competitive bidding process follows, typically with simplified tender documentation. Minimum tendering period is 10 days in DPS and the exact object of the procurement is a case by case decision. 4. Evaluation and Contract Award Bids are evaluated based on the award criteria defined for that specific call-off. A contract is then awarded to the supplier offering the best value according to the evaluation. Evaluation criteria generally include (but not limited to): -Price 40–60% -Quality / protocols / turnaround time 40–60% 5.
