With regard to the scope of the contract, the text describes that a cloud-based IoT platform including LoRaWAN Network Server, licenses, operation and support must be provided for a term of four years. The performance must provide at least 99% availability, full support for sensors and decoders documented in a sensor list, storage and processing of sensor data (available for at least three months), visualisation (tables, time series, dashboards), rule-based automation and client/role management for currently 66 to 200 users, as described in the A criteria of the rating matrix. In addition, expandability to up to 100 gateways and 1,000 sensors is required. Place of performance is the city of Wuppertal; Information on on-site visits shall be provided, as described, only if specifically provided for in the contract notice or invitation to tender. In contrast to purely price-driven procedures, a combined model is explained for the award criteria. With regard to possible contradictions or corrections within the documents, the rules provide clear priority and clarification requirements. For example, the contractual elements (invitation to tender, tenderer’s declaration incl. annexes, BVB TVgG NRW, specifications/service catalogue, BVB/BTV/ZVB/ZTV, VOL/B, EVB-IT, etc.) are explicitly listed hierarchically; in case of ambiguities or contradictions, the tenderer is obliged to ask a bidder question via the procurement platform in good time. Supplementary and rectifying information shall be published only there; Registered bidders are actively informed, and non-registered bidders must – as formulated – inform themselves of changes and answers on the portal under their own responsibility (indebtedness). In the event of discrepancies between general notices and more specific documents, the more specific, later rule in the current procurement documents or packages of amendments typically applies, unless expressly stated otherwise.
