Public contract for SDG gap analysis and materiality analyses for the Belgian federal government

The input text is a bilingual (French/Dutch) special specification (“cahier spécial des charges/bestek”) for an open procedure public contract launched by the Belgian State, specifically the Federal Institute for Sustainable Development (Institut fédéral pour le développement durable / Federaal Instituut voor Duurzame Ontwikkeling – IFDD/FIDO).

It concerns the realization of a gap analysis vis-à-vis the UN Sustainable Development Goals (SDGs) and materiality analyses.

The legal and geographical point of view is Belgian (references to Belgian laws of 17 June 2016 and 2013, royal decrees, National Bank of Belgium), within the framework of EU public procurement rules; Russia and Ukraine are mentioned only in relation to sanctions and exclusion (no Russian involvement as per EU Regulation 833/2014 and its amendment).

The documents describe in detail what the bidder must submit and the minimum qualification requirements.

Such as: use of the attached offer form; clear indication of confidential information; prices in euro (global price for tasks 1–2, unit price for task 3); signatures via qualified electronic signature (QES) on the e‑Procurement submission report; and company registration number for Belgian bidders.

Bidders must attach supporting documents for selection criteria (e.g. turnover declaration and annual accounts, criminal record extract or equivalent for exclusion checks), all documents required for minimum requirements and award criteria, corporate statutes proving the signatory’s powers, and a signed declaration on honour regarding possible links with Russia.

Qualitative selection requires, such as, at least one year in the last three with turnover of 100,000 EUR in directly related activities; financial statements (or a statement of assets and liabilities certified by an ITAA accountant or auditor for sole traders, likewise for foreign firms); and specific technical references: minimum two relevant contracts in the last five years on public policy evaluation and recommendations, and minimum one contract in the last three years on supporting (preferably public) organisations with materiality analyses for sustainable development.

Technical capacity further requires a staffed team with relevant university/higher‑education degrees, language certificates, professional qualifications and experience, showing a balanced FR/NL linguistic profile, plus proof of environmental or CSR measures via one of four types of evidence (e.g.

EMAS/ISO 14001/Brussels Ecodynamic label; equivalent environmental management system; climate‑neutrality transition plan; or a public sustainable development/CSR strategy aligned with SDGs, environment, climate, human and labour rights, and stakeholder consultation).

The scope of the contract (what, how much, where, when) is outlined in the general provisions and technical prescriptions.

Such as: the object is performing an updated gap analysis against all 169 SDG targets for federal policies, and carrying out materiality analyses, including stakeholder dialogues.

The place of performance is primarily the service provider’s address, with regular online and on‑site coordination meetings at IFDD/FIDO, Rue Ducale/Hertogstraat 4, 1000 Brussels.

The price structure is “mixed”: a lump‑sum global price for tasks 1 and 2 (gap analysis and recommendations) and a lump‑sum unit price for task 3 (each stakeholder dialogue and materiality analysis), assuming up to four accompaniment trajectories.

Award criteria and their weighting are precisely defined.

Such as: three criteria are used to select the economically most advantageous tender: (1) quality of the plan of approach for all services (40%); (2) global price for tasks 1 and 2 (30%); and (3) unit price for task 3 (30%).

The plan of approach (maximum 15 pages in PDF/Word) must cover methodology for the three tasks, execution planning, task distribution within the team, budget, collaboration with the contracting authority and stakeholders, and mechanisms to ensure quality of outputs.

A jury evaluates criterion 1 based on completeness and detail, relevance, innovative character, budget quality, collaboration approach and feasibility of planning, assigning a consensus score out of 40 points.

Criteria 2 and 3 are scored via formulae that compare each bid’s price (including VAT) to the lowest price submitted: for each price criterion, score = (lowest price / bidder’s price) × 0.3.

The final ranking sums the three scores; the contract is awarded to the tender with the highest total score, subject to exclusion checks and satisfaction of selection criteria.

Risks and special conditions cover, such as, exclusion grounds, guarantees, subcontracting rules, validity period of the offer, and deadlines for questions and submission.

Mandatory and optional exclusion grounds from Belgian law (e.g. criminal organisation, corruption, fraud, terrorism, money laundering, human trafficking, illegal employment of third‑country nationals, serious professional misconduct, competition distortion, false declarations, attempts to unduly influence the decision process) apply; bidders may in some cases show “self‑cleaning” corrective measures, except for fiscal/social debts above thresholds.

The offer is binding for 90 calendar days from the day after the deadline.

Questions can only be submitted via the online forum on publicprocurement.be until 29 October 2026 at 12:00; answers are published no later than eight days before the submission deadline.

Site visits are not mentioned; the key logistical requirement is participation in regular online and Brussels‑based meetings.

Such as: the governing documents are the cahier spécial des charges / bestek MP‑OO/FIDO/2026/014 and its annexed offer form, along with the published contract notice and any rectifications in the Belgian Bulletin des Adjudications and the EU Official Journal; these are deemed integral parts of the specifications, and bidders are assumed to have taken them into account.

There are no conflicting statements between languages in the provided excerpts; where differences in wording occur (e.g. address names, minor typographical variations), the substantive content matches.
