What the buyer is looking for
The State Office for Nature, Environment and Climate of the State of NRW (LANUK NRW) intends to conclude a framework agreement for the sampling (lot 1) and analysis (lot 2) of approximately 270 fuel samples in NRW for the year 2027. The purpose of the framework agreement is, in particular, to refer to the relevant lower immission control authorities. The details are set out in the tender specifications. Scope of the service The contract will cover the sampling and analysis of fuels referred to in the tender specifications for Lot 1 and Lot 2. In the state of North Rhine-Westphalia, approximately 270 samples are arranged per calendar year, which are distributed among all lower emission control authorities. … April and 30 September. The samples are to be handed over by the sampler to the commissioned laboratory for analysis within one week. The samples are distributed in accordance with Annexes 20, I and II to the General Administrative Regulation for the implementation of the 10th BImSchV of 19. December 2022 (BAnz. AT 27.12.2022 B6) on fuels as follows: - about 86 samples of petrol E5 (Normal, Super) - about 78 samples of diesel - about 86 samples of petrol E10 - In addition, about 6 samples of petrol "Super Plus sulphur-free RON 98" and - another about 14 samples of other fuels (ethanol fuel (E85), autogas, natural gas / biogas as fuel, biodiesel, vegetable oil fuel) with a market share of less than 10 % The distribution of samples between petrol, diesel or other fuels may be adjusted by the contracting authority or the tendering body. Actual demand may exceed or fall short of the estimated volume in each case. Reference is also made to the relevant tender specifications for the lot. The number of samples to be taken and analysed may vary by approximately 10 % upwards or downwards. A binding acceptance obligation for the services according to the service description does not exist contractually. The services can only be commissioned in accordance with the terms of reference to the extent that the LANUK budget is allocated for management. The Lower Immission Control Authorities in NRW are responsible for the implementation of the 10. BIm-SchV in their respective territorial area of responsibility. Samples generated during the calendar year shall be distributed among all lower emission control authorities. The filling stations to be sampled are specified by the lower emission control authorities.
